QUESTIONS & ANSWERS: CBP Strategic Planning Conference and Consulting RFP (HSBP1010R0085)

1. Question: Can we submit Corporate Past Performance or Past Performance Questionnaires for work done with non-federal agencies?

Answer: Yes, but only work completed for federal agencies will be evaluated.

2. Question: Does the 4th bullet on page 3 of the SOW (in the Deliverables section) refer to developing RFPs?

Answer: If required as an outcome of the directed discussions, then yes. As stated in the SOW, “shall assist with the development of, the content for and the drafting of proposals, policies and deliverable that are generated due to the outcome of directed and facilitated discussions”.

3. Question: Will we have access to senior leaders in order to gain insights for facilitated discussions? Is this blanket access or limited under direct control of the COTR?

Answer: Access to senior leadership will be granted under the direct control of the COTR.

4. Question: Will the Government provide the facilities in which the conferences will be executed?

Answer: The Border Patrol will provide all facilities required for the conferences.

5. Question: How long will the conference be (i.e. one 8-hour day; two 8-hour days, etc.) and how many participants will attend?

Answer: The conference will most likely be two 8-hour days, but this will be subject to change per the requirements of senior leadership.

6. Question: Does CBP envision that conference attendees will only be CBP internal personnel (i.e.

no outside agencies)?

Answer: The conference will consist of only senior CBP leadership.

7. Question: Will the administration and logistical requirements for the conference be provided by the client?

Answer: Yes.

8. Question: Will portions of the conference be conducted at a classified level or include law enforcement sensitive information?

Answer: Yes. Portions of the conference may be considered law enforcement sensitive or classified per requirements of senior leadership.

9. Question: Was the intent to reference 3.3 the Key Personnel section of the SOW in the last paragraph of 3.1 of the SOW or is there another paragraph that lists the minimum specifications?

ATTACHMENT 1

Answer: There are no other specifications. This simply dictates that the vendor will furnish two Executive Consultants and a Senior Consultant to conduct the conference and advising.

10. Question: Should the offeror staffing plan include only information for the three key personnel identified in the RFP? Should the offeror also include summary information on additional staffing resources that may be made available as needed?

Answer: Please include the staffing plan for the consultants that the offeror is offering in response to the RFP. The offeror can include the summary information on additional staffing plans and resources that may be made available, but this will not be a graded criteria.

11. Question: Is there an incumbent for the Border Patrol Strategic Consulting opportunity? If so could you please provide the contract number, award amount, and award date.

Answer: The incumbent is Parson’s Infrastructure & Technology Group Inc., Contract HSBP1107D01730, $50,839,717.00, 9/30/07. Please note that this was not specific for Border Patrol Strategic Consulting. It was more of a CBP, or agency-wide type contract, as opposed to Border Patrol which is only an Office within CBP.

12. Question: Should completed past performance questionnaires be submitted directly to the CO from the references or should originals, copies, and scans be included as attachments to the proposal submission by the offeror?

Answer: The completed past performance questionnaires should be submitted directly to my email or fax from the references. Please do not include them in your technical proposal.

13. Question: Should the price proposal use the projected billable hours identified in Schedule B of the RFP or should we propose alternative hours by the identified labor categories?

Answer: The price proposal should only include the projected billable hours. Please do not propose additional hours.
