Attachment B 2

Only a Microsoft authorized reseller can provide the necessary maintenance support.

V. Best Value Determination

A Request for Quote (RFQ) will be posted on FedBizOpps. DSS will compete this requirement among authorized resellers in DOD Enterprise Software Initiative (ESI) with businesses who partner with Microsoft using Blanket Purchase Agreements (BPA) in accordance with DFAR 208.7400 and FAR 8.4. There is an expectation that at least two companies will provide a quote. Best value can be achieved through competition and by comparing prices submitted to pricing paid on previous contracts.

VI. Market Research

Only authorized Microsoft resellers are capable of providing the support services to resolve critical issues, as well as provide access to new software releases and on-site, telephone, and online support services. The current contract providing Microsoft Enterprise License Agreement Maintenance Support and True Up is HS0021-11-F-0245 with Hewlett Packard.

The contract was awarded in accordance with DOD Enterprise Software Initiative per DFARS Subpart 208.7400. Four different companies provided quotes for the Request for Quote (RFQ) in FY11. The four companies are large businesses partnering with Microsoft through ESI. Per DFARS Subpart 208.7402, Departments and agencies shall fulfill requirements for commercial software and related services, such as software maintenance, in accordance with the DOD Enterprise Software Initiative (ESI). The Office of Acquisitions performed further market research by examining the ESI website. Four companies were notified about the upcoming recurring requirement. Both HP and Dell confirmed their interest in this requirement and indicated they would submit a quote. The cost estimate (IGCE) was derived by utilizing the prices received.

VII. Other Facts/Price Reasonableness

DSS expects to receive a fair and reasonable price for these services through competition among Microsoft resellers. Competition among two to three businesses will be the basis for determining fair and reasonable. At least two businesses said they would submit a quote for the requirement.

VIII. Actions to Remove Barriers to Future Competition.

DSS will compete this requirement among authorized Microsoft resellers in DOD Enterprise Software Initiative (ESI). The resellers are partnered with Microsoft using Microsoft BPAs in accordance with DFAR 208.7400 and FAR 8.4.
