DEFENSE SECURITY SERVICE

DSS Cabling Requirements Westbury Field Office

HS0021-13-T-0033

1. OBJECTIVE

The Defense Security Service (DSS) requires the purchase and installation of office data cabling; patch panels, jack boxes and jacks for our existing field office located at 1600 Steward Avenue, Suite 205; Westbury, NY 11590.

2. SCOPE OF WORK

Office Cabling Requirements

Server Cabinet Installation DSS require the purchase and installation of a secured cabinet for secure network communications. The cabinet must fully enclosed with locking front and back doors. A link to a similar enclosure has been provided for reference. THE RACK MUST HAVE AT LEAST TWO COOLING FANS. A shelf unit must also be purchased and installed within the rack and the rack must be installed 39 inches away from the nearest power and data cables other than the newly installed Red cat5e shielded Ethernet cables. Cable management equipment must also be installed within this rack.

Server Cabinet Mounted LAN Patch Panel A Forty-Eight (48) port cat5e Ethernet patch panel must be installed to the top of the new server cabinet. This patch panel will be the termination point for all red secured Cat5e Ethernet cable runs throughout the office. Cable runs will be installed from the permanent side of this patch panel out to the designated office workstations where the red drop locations are depicted. (See figure 1 and 2) If the red drops need to be placed on a perimeter wall adjacent to another suite or the outside, a Panduit-type solution will need to be purchased and installed by the vendor on those affected walls. Cable management equipment capable of efficiently organizing patch cables up to 5 feet long must be installed for use with the patch panel. All Ports must be labeled sequentially to match their respective appearance at the workstations. Fifteen (15) feet of cable length must be left coiled in the ceiling in case the racks will need to be moved around to different locations within LAN room in the future. Each patch panel will be numbered sequentially to match its respective appearance at the workstations in the respective offices. THERE MUST ALWAYS

MAINTAIN AT LEAST 12” SPACE DIFFERENTIAL BETWEEN THE RED ETHERNET CABLES AND

ANY OTHER SIGNALING OR POWER CABLES, FROM THE PATCH PANEL ALL THE WAY TO THE

TERMINATION AT THE WORKSTATION JACK BOX.

Rack Mounted Shelf Kit A rack mounted metal shelf capable of holding a piece of electronic equipment approximately 14 pounds with 4.25" H x 8.25" W x 16.5" D dimensions must be installed with enough space between the rack mounted shelf and the and the SECURE patch panel to fit a piece of equipment 6 inches tall. Preferably, the TACLANE KG175 Rack Mount Shelf Kit 19” part number (WS69001) will need to be purchased and installed. This should be installed in the rack housing the red shielded Cat5e cable patch panel.

Conduit and Cat5e Cable Runs We require a 2” conduit from the current LAN room, to the new location near the network rack. We need a minimum of 2 pull strings inside the conduit. In addition to this, we require two black Cat5e cables ran through the conduit, terminated on the rack on each LAN room. The cabling will need to be dressed up in order to minimize the appearance of the exposed red cabling going through the rack. See figure 1 and 2 for details.

Electrical Outlet Installation We require the purchase and installation of Four (4) 20 amp NEMA 5-20 electrical outlets to be positioned in the LAN room. These outlets must be installed to the wall at approximately 12 inches from the ground. These outlet boxes must be connected each to a dedicated electrical circuit. No other outlets in the office can connect to these electrical circuits. These outlets must be at least 12”away from any pre-existing power or signaling (voice/data) outlets. See figure 2 and 3.

Connectrac Wireway - under the carpet installation Conference Room requires the purchase and installation of one (1) Connectrac (or equivalent specifications) ultra-low profile wireway systems. The Connectrac will have two Red data cables ran through, and appropriately terminated under the desks as specified in Figure 3. Cable Infrastructure Installation and Associated Cable Runs Red, shielded, Cat5e Ethernet cables must be run from the newly installed data patch panel located in the LAN Room to each workstation and location in the office designated with “Red Data” (See figure 1 and 2) These cables must be terminated and mounted at desktop level at each cubicle workstation in the office. In each office, the cabling needs to be terminated 12” from the floor. All red cabling will be on its own faceplate separate from the blue and white data and voice. The connectors on the “Red Data” cables must be metallically shielded. There must always be at least a 12 inch space differential between the red Ethernet cables and any other signaling or power cables. 12” space differential must be maintained between all red shielded cables and any other signaling (voice and data) or power cables throughout the entire office. All cabling must be run within the DSS space, meaning no cabling can be located outside the perimeter walls of an adjoining Suite or outside window. This is due to strict security guidelines.

THERE MUST ALWAYS MAINTAIN AT LEAST 12” SPACE DIFFERENTIAL BETWEEN THE RED

ETHERNET CABLES AND ANY OTHER SIGNALING OR POWER CABLES, FROM THE PATCH

PANEL ALL THE WAY TO THE TERMINATION AT THE WORKSTATION JACK BOX.

Cabling Requirements

• All Red Ethernet cables must be shielded Cat 5e plenum certified.

• All RJ45 Connectors attaching to red shielded Ethernet cabling must have metallic shielding.

• All LAN cabling connecting to SIPR equipment must be “Red” in color.

• All cable runs must be concealed from view with the exception of the cabling terminating in the LAN room, and the Panduit in which some of the red cabling will need to be ran through.

• Cable will be run through existing conduits, walls or ceilings when possible, maintaining at least a 12” space differential between the red Ethernet cables and any other power and signaling (voice and data) cables.

• Prior to the ceiling and wall closures, DSS must inspect cable paths to ensure security parameters have been met with cable separation of 12 inches. Vendor and DSS personnel must be on site to inspect and conduct a walk through prior to the walls being closed.

• Cable raceways and other cable concealment devices must match the color and aesthetic attributes of its surroundings.

• Each individual cable run/drop (from the patch panel out to the workstations) will be run and installed as a single cable, dedicated to one jack port at the faceplate/jack box.

• Thirty (30) 15 foot “Red” shielded Cat5e Ethernet patch cables with shielded connectors must be purchased and placed in the LAN room for DSS use.

• Twenty Five (25) 7 foot “Red” shielded Cat5e Ethernet patch cables with shielded connectors must be purchased and placed in the LAN room for DSS use.

• Thirty (30) 3 foot “Red” shielded Cat5e Ethernet patch cables with shielded connectors must be purchased and placed in the LAN room for DSS use.

Power Poles, Jack Boxes, Face Plates and Jack Ports

• Power poles will most likely need to be installed at cubicles in accordance the cabling diagram. These will need to be placed in a manner to efficiently deliver the drop and maintain 12” separation of red cable from any other signaling cables, to include power cables. All power poles, jack boxes, and face plates must match the aesthetics of the furniture.

• For cubicle furniture, all red cabling will need to maintain separation from all other signaling and power cabling. This means that separate power poles will need to be purchased and installed that will help maintain this separation. New power poles will most likely be necessary for the project to ensure separation is properly maintained.

• All jack boxes and faceplates must be modular.

• If the red drops need to be placed on a perimeter wall adjacent to another suite or the outside, a Panduit-type solution will to be furnished and installed by the vendor on those affected walls. The Panduit must match the color of the suite. Additional strips of Panduit need to be provided as well for DSS use.

• Modular jack ports must be installed in the associated modular face plates.

• All Data jack ports must be RJ-45 and Cat 5e certified.

• The Data cable/faceplate/jack box installation location will be positioned at the workstation mounted at desktop or workstation level.

• All modular jack ports terminating red cable must be “Red” in color, comparable to the Siemon brand caps depicted in figure 4.

• All jack ports at the workstations must be labeled sequentially with their corresponding location on the patch panel.

Additional Requirements The contracting vendor is responsible for identifying any existing cabling from the suite, and removing it as necessary and instructed by the project manager. If the cabling is currently being utilized by another tenant, the cabling vendor will need to coordinate moving those cables with the building management.

The vendor will be responsible for installing up to 5 additional drops as needed throughout the office. These drops can either be the unshielded blue or white, or the shielded red cabling.

The contracting vendor will be responsible for testing all installed cabling to ensure that it meets Cat5e speed specifications. A testing report listing each cable run and the result of the test must be provided to the DSS.

The contracting vendor will also be responsible for labeling each installed drop and new patch panel port in a manner that allows identification of which patch panel port matches which workstation drop. The contracting vendor must provide a cut sheet detailing which port maps to which workstation drop. DSS requests an electronic copy as well as a printed drawing.

The contracting vendor must notify DSS before the ceiling tiles are put back in place and walls are sealed up to verify cabling is compliant with the statement of work.

SUBMISSION OF INVOICES

G1.

a. The contractor must submit invoices in Wide Area Work Flow (WAWF) in accordance with

DFAR clause 252.232-7003, “Electronic Submission of Payment Requests and Receiving Reports”. Invoices must have the payment address identified in the contract/order form and must be attached in WAWF to be accepted by the Acceptor/Inspector office. IF AN INVOICE IS NOT ATTACHED, IT WILL BE REJECTED. Invoices must be submitted as an “Invoice 2 in 1” for services or “Combo” for supplies.

b. In addition to the requirements of the Prompt Payment clause, the contractor must include the contract line item number (CLIN) and if applicable, the subcontract line item number (SubCLIN) as identified in the contract/order. Invoices must reflect how the CLIN(s) and SubCLIN(s) are structured in Section B of the contract/order.

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Award will be made to the lowest price technically acceptable quote. To be technically acceptable you must conform to the specifications of the statement of work, quote all CLIN and have satisfactory or better past performance.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
