Questions – 26 February 2013
1. Is there an incumbent for this work?
ANSWER: No.
2. On page 1, 3rd paragraph, it states: “Technical acceptability shall consist of positive past performance as well as a statement certifying your company has provided PMP training within the past two years and you are a PMI R.E.P. This statement must include the names and contact information of three individuals who can verify positive past performance.”
a. In addition to the individuals verifying past performance, are you looking for a specific way this statement should be written and a signature within the proposal to certify the statement?
ANSWER: No specific format is required. The statement must contain the required pieces of information (as revised in amendment 1).
b. If so, how should this statement be worded? – N/A per answer to a.
3. On Enclosure 1 page 2, under “B. Training, Training Materials”, it states: “The contractor shall provide each student with a study kit to include a guide and technical manuals.”

ANSWER: Any training materials required to for the students to take the course. DSS is not specifying the kind of materials.

ANSWER: I do not understand this question. I assume you mean how will dismissals be handled – that would be addressed once the course dates are determined.
5. For Enclosure 2, page 2, Item “D. Marking of Reports”, should all training materials, exercises, quizzes, course evaluations forms, etc. provided include this information?
ANSWER: This pertains to new material produced as a result of this contract – not existing materials.
6. Once you have determined the dates for each of the two courses, are these final dates or is there a chance that dates may change? How long in advance of a class will you provide final confirmation of course dates, to then plan logistics (i.e., confirm instructor, travel arrangements, etc.)?
ANSWER: The dates will be determined after award in coordination with the contracting officer’s representative. Ideally once the dates are set, they will not change. However, if changes are required, they will be addressed as soon as the change is known.
7. I did not notice a specific proposal format, with the exception of including the completed parts of Enclosures 4 and 5. Is there a specific format for the remainder of the proposal?
ANSWER: No. The only items required by the solicitation are outlined in the first page of the solicitation, under “A full and completed quote is defined as”
8. For Enclosures 4 and 5, should these be completed and included within the one proposal document or can they be separate email attachments?
ANSWER: They can be separate emails.
9. For Enclosure 4, do you need a signature on each page marking a response, or is marking a response sufficient?
ANSWER: Marking the response is sufficient.
10. For Enclosure 5, Price Form, may we write the DUNS number and cage code below the box provided?
ANSWER: Yes.
11. The Project Management Professional certification test changes 31 July from edition 4 to edition 5. Your completion date for the courses is 30 September. Is it expected that any students will take the exam before 31 July so that two versions of the course would be anticipated?
ANSWER: This is addressed via amendment 1 to the solicitation. The version will largely depend on the date of the training sessions.
