Limited Sources Justification
This acquisition is conducted by the authority of the Multiple-Award Schedule Program. In accordance with FAR 8.405-6(a)(2), this limited sources justification shall be posted to FBO.gov for 30 days.
1. Identification of the agency and contracting activity conducting this limited sources justification: Defense Security Service (DSS), Office of Acquisitions.
2. Nature of action being approved: This limited sources justification supports an award to RM Vredenberg in the amount of $492,298. In the interest of economy and efficiency, the new work is a logical follow-on to the original Federal Supply Schedule order to RM Vredenberg for virtually the same services.
3. Description of services: DSS requires continued support of the Defense Agencies
Initiative (DAI) Financial System. The objective of this requirement is to procure contractor support to help provide systems sustainment, help desk services, and training related to the recently implemented DAI system.
4. Authority and rationale: In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order. The original FSS order was awarded to RM Vredenberg using competitive procedures. DSS is in the process of reevaluating all of its financial management service contracts in order to determine a more efficient way to procure required services. This six month period of performance will provide to DSS support during the end of year close while the new contract is being worked. During the 6 month period, RM Vredenberg will be providing nearly identical services as are currently performed under the GSA schedule order.
5. Determination that the order represents the best value: Prior to award, the contracting officer will ensure the labor rates provided by the contractor are in accordance with their GSA schedule. DSS plans to issue a firm fixed price delivery order. GSA has already determined the labor rates to be fair and reasonable and DSS will request a discount off the contractor’s schedule pricing.
6. Market research: In the current analysis of financial management service contracts, the Office of the Chief Financial Officer (OCFO) is determining which vehicles exist to provide similar services competitively in the future. No market research was completed for this limited, 6-month effort as it was imperative that the support continue by the existing contractor due to the knowledge and expertise the contractor possesses and the criticality of the tasks to be accomplished and the end of FY13/beginning of FY14. An RFI has been released for the follow on CFO contract, which will encompass this work in a new contract.
Limited Sources Justification
7. Actions DSS may take in the future to overcome the barriers that led to restriction:
DSS intends to competitively award a follow on effort for similar services. The Office of Acquisitions is making a concerted effort to assist the OCFO in their planning of future requirements as well as assisting in the drafting of statements of work.
Certification and approvals:
I certify that the foregoing facts are complete and accurate.
OCFO representative:
Dewanda Marlow
I certify that the justification is accurate and complete to the best of my knowledge and belief.
Contracting Officer:
Karen E. Oettinger
