About this file

This is an Exhibit A document containing design standards and general specifications for San Bernardino County's lease of approximately 49,888 square feet of commercial office and warehouse space for the Human Services Department's Personnel Division (HS Personnel) and Information Technology and Support Division (ITSD). The specifications establish comprehensive guidelines for building improvements, finishes, systems, and room-specific requirements across both divisions. The document covers construction standards for ceilings, lighting, HVAC systems, wall construction, flooring, doors and hardware, windows, signage, cabinetry, breakrooms, restroom facilities, drinking fountains, storage, electrical connections, data rooms and cabling, fire alarm systems, exterior patio areas, refuse management, mailboxes, drop boxes, flagpoles, landscaping, parking, security systems, and plan submission requirements. Room-by-room specifications detail requirements for 154 distinct spaces, including lobbies, offices, interview rooms, conference rooms, restrooms, break areas, storage facilities, IDF/data rooms, janitor closets, and an electrical room, each with designated flooring types, wall finishes, ceiling heights, door specifications, electrical and data outlet quantities, and specialized equipment installations.

The Landlord is responsible for all costs associated with design, permitting, construction, materials, labor, and compliance with local, county, state, and federal building codes and accessibility standards. The County retains approval authority over all design elements, finishes, colors, materials, substitutions, and construction plans prior to bidding and commencement of work, with written approval required from both the County and local permitting authorities before construction begins. The document specifies multiple equipment standards by brand name or County-approved alternatives, including specific models for door hardware, plumbing fixtures, flooring materials, cabinetry, and technology infrastructure managed by the County's Department of Innovation and Technology (ITD). The County will install telecommunications equipment, data systems, card access systems, surveillance cameras, and fire alarm system components within infrastructure prepared by the Landlord, while the Landlord must provide all structural, electrical, mechanical, and conduit preparations. As-built documentation, including final construction plans in PDF and CAD formats, red-line drawings, and change orders, must be submitted to the County within 60 days of project completion.
