Section B: Description of the Supplies/Services Required

The High Rise Escape System is designed to allow rapid evacuation from tall structures such as the Air Traffic Control Tower in the event a Fire or Natural Disaster causes an evacuation and the elevator/stairwell are blocked or otherwise unusable.

Section C: Justification for Soliciting from a Single Source or Brand Name

This is to replace the Baker Life Chute System. The current Baker Life Chute is no longer serviceable and the company went out of business several years ago. There is no company that will re-certify or make repairs to it. Furthermore, The chutes have large openings in the netting which present a potential for injury. The High Rise Escape System utilizes a harness and pulley system that lowers an evacuee safely and quickly to the ground. To my knowledge, there is no other manufacturer that produces a similar product that will enable the safe evacuation of 12 or more personnel.

Section D: Efforts to Obtain Competition

We contacted several USAF Air Traffic Control facilities in efforts to find out what solutions to the Baker Life Chute they had found. Since 2012, approximately 11 DoD installations have secured contracts and had the High Rise Escape Systems install their product. Additionally, four more installations beside us are currently trying to get a contract awarded. Efforts were made to search the internet for similar escape systems and no viable options were found.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Conducting a market survey to determine potential future sources.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
