About this file

This document is a FAR Part 6 Justification and Approval for Other than Full and Open Competition for a High Resolution Three-Dimensional Geospatial Information Operations & Technology (HR3DGI O&TI III) interim contract modification. The U.S. Army Corps of Engineers (USACE) Geospatial Center is requesting a surge support modification to an existing contract with Leidos Inc. to deploy a King Air B300 aircraft and crew to perform an aerial survey, collecting high-resolution Electro-Optical (EO) Imagery and Light Detection and Ranging (LiDAR) data in a specified location.

The modification is being justified under Title 10 U.S.C. 2304(c)(1) as Leidos is the only vendor capable of immediately meeting the requirements within the necessary timeline. The contract requires data collection by 31 December 2025 to deliver products by March 2026, with critical timing driven by anticipated poor weather conditions. The existing contract (47QRCA25DU210, Task Order W5J9CQ25F0017) was originally awarded via GSA OASIS+ and has a performance period through September 2027. The aircraft will operate 7 days a week with a 90% operational readiness rate, integrating government-furnished sensors and equipment for a 24-day mission.

FAR Part 6 Justification and Approval for Other than Full and Open Competition

1. Requiring Activity: U.S. Army Corps of Engineers, Army Geospatial Center (USACE AGC), Alexandria, Virginia.

2. Contracting Activity: U.S. Army Corps of Engineers, Army Geospatial Center (USACE AGC), Contracting Directorate, Alexandria, Virginia.

3. Description of Action: This is a modification for Contract Number 47QRCA25DU210 Task Order Number W5J9CQ25F0017 High Resolution Three- Dimensional Geospatial Information Operations & Technology (HR3DGI O&TI III) to add the to paragraph 5.2.1 Locations (OCONUS and CONUS). The contract was solicited via General Services Administration (GSA) OASIS +. USACE AGC received a request from the to deploy an aircraft, one (1) King Air B300, and crew to perform an aerial survey and collect high resolution Electro-Optical (EO) Imagery and Light Detection and Ranging (LiDAR) data of four (4) Areas of Interest (AOI) in , to process the data, and to deliver mapping products. Leidos Inc, 1750 Presidents Street, Reston VA 20190-5617, CAGE: 52302, prime contractor under Contract Number 47QRCA25DU210, Task Order Number W5J9CQ25F0017 to provide temporary surge support and deploy, execute the data collection, process all data collected, and deliver processed data to AGC. The initial awarded value was and this was a Hybrid CPFF and FFP type Contract. The estimated increase of this modification is utilizing Fiscal Year (FY) 26 Operations and Maintenance Army (OMA) funds.

4. Description of Supplies/Services: requested USACE AGC HR3DGI O&TI III complete an aerial survey of four (4) Areas of Interest in

, process all data collected, and deliver high resolution orthorectified EO imagery mosaics, Digital Terrain Models, Digital Surface Models, and LIDAR Point Clouds. The location of will be added to the AOR in the performance work statement paragraph 5.2.1. is a modified special mission utilizing the Beechcraft B300 Super King Air 350 ; FAA registered tail number to perform support within the current scope of the task order. The contractor personnel will be required to operate and maintain the aircraft, conduct mission planning, sensor operation, data processing, and to execute airborne collections. The service will be provided for 24 days. The aircraft will operate OCONUS in the AOR as will be outlined in performance work statement (PWS) paragraph 5.2.1 Locations (OCONUS and CONUS). is currently not listed in the contract. This modification adds to the contract. The aircraft and team will support a 7 day a week operation with a 90% operational readiness rate. The aircraft will provide the engineering for, and the integration of the government furnished sensors and equipment (B-kit) into the aircraft. The aircraft includes internal racks and sensor operator to support integration and operation of the government furnished sensors and equipment.

5. Authority Cited: Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

6. Reason for Authority Cited: needs the data delivered in March 2026. No other source other than the incumbent, Leidos, Inc., has the capability to accomplish the surge support to to complete the effort within the required timeline of to meet Army mission requirements Another concern is the weather in is generally not suitable for aerial EO/LIDAR surveys from January – April, which highlights therefore this 24 day effort can only be met by the incumbent, and it must begin immediately. Degraded weather would require a longer collection effort, yielding a higher cost.

a. Background: The most recent task order, Contract Number 47QRCA25DU210, Task Order Number W5J9CQ25F0017, was awarded by USACE AGC to Leidos, Inc.

using Fair Opportunity competition via GSA OASIS +. This Cost-Plus Fixed Fee (CPFF) task order has a base period of performance of 12 months, plus one (1) 12-month option period, for a total performance period of twenty-four (24) months and ends on 29 September 2027. Under this task order, the prime contractor, Leidos Inc, has fully modified the aircraft to meet all specifications of the PWS. The aircraft can immediately integrate all necessary equipment, and fully trained personnel to conduct data collection and fully process all data collected by the end of the current period of performance. Past and current acquisition efforts and current market research shows that any other vendor would require approximately a 120-day transition period is required for sensor acquisition, sensor integration (to include aircraft modification), receiving Army Airworthiness Release (AWR), and procuring hardware and software for data processing. Delays of this magnitude would render it impossible to complete a temporary deployment, required data collection, data processing, and data delivery by March 2026. Another critical factor is the weather in the Areas of Interest in

. The weather severely deteriorates each year from January to April which highlights the need to have the data collection completed in December.

This surge support would not be able to be completed via a full and open acquisition.

requires the data to be delivered by March 2026. To accomplish that data collection over all Areas of Interest must be completed by 31 December 2025. To complete data collection, an aircraft capable of immediately integrating all equipment required for data collection and with a valid Army Airworthiness Release that is ready to deploy must be available. Leidos is the only vendor with the capability to immediately meet these requirements. Any other courses of action would require a substantial lead time, historically up to 120 days, for sensor acquisition, sensor integration (including any required aircraft modifications), and receiving an Army Airworthiness Release. Delaying the execution of this effort would increase the cost of the overall effort as well as increasing the risk of AGC not being able to provide required EO/LIDAR products to support . Weather in the Areas of Interest is severely degraded

JUNE 2025

from January to April and would extend the amount of time in country to complete data collection. A longer deployment yields a higher cost. Additionally with degraded weather the risk of not being able to collect usable data before the desired delivery date of March 2026 increases.

b. Alternatives: There are no suitable alternatives. To meet the data delivery timeline of March 2026 the collection will need to be completed by 31 December 2025, mainly due to anticipated weather January to April. Additionally, delays will increase the cost of the overall effort by extending data collection and/or degrading the data quality.

c. Impact if not approved: Delaying a deployment to would prohibit

AGC from completing data collection, data processing, and data delivery timeline of March 2026. Without the EO/LIDAR products, ability to generate mapping and/or Intelligence, Reconnaissance, and Surveillance products, plan for exercises, and build host nation and coalition force partnerships by sharing data will be impaired and degraded.

7. Efforts to Obtain Competition: The Contracting Officer will publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.

a. Effective competition: Not applicable. This is for a modification to an existing contract.

b. Subcontracting competition: Not applicable. This is for a modification to an existing contract.

8. Actions to Increase Competition: This surge support would not be able to be completed via a full and open acquisition. requires the data to be delivered by March 2026. To accomplish that, data collection over all Areas of Interest must be completed by 31 December 2025. To complete data collection an aircraft capable of immediately integrating all equipment required for data collection and with a valid Army Airworthiness Release that is ready to deploy must be available. Leidos is the only vendor with the capability to immediately meet these requirements. Any other courses of action would require a substantial lead time, historically up to 120 days, for sensor acquisition, sensor integration (including any required aircraft modifications), receiving an Army Airworthiness Release. Delaying the execution of this effort would increase the cost of the overall effort as well as increasing the risk of AGC being able to provide required EO/LIDAR products to support . Weather in the Areas of Interest is severely degraded from January to April and would extend the amount of time in country to complete data collection. A longer deployment yields a higher cost.

Additionally with degraded weather the risk of not being able to collect usable data before the desired delivery date of March 2026 increases. Dividing the requirements of this modification is not in the best interest of the government as such a strategy will lead to added costs, less efficiency, increased timelines, and additional risk in the successful coordination of flight operations, aircraft maintenance, data processing, and data
