About this file

This document is an Amendment 1 to the HR001126S0005 High-efficiency Nitrogen Oxidation (HNO3) Broad Agency Announcement (BAA) issued by the Defense Advanced Research Projects Agency (DARPA). The amendment clarifies three key points: (1) producing greater than 68% nitric acid is now acceptable, (2) the location of Lawrence Livermore National Laboratory has been corrected, and (3) program goals can be met through both fundamental and non-fundamental research. The underlying federal grant opportunity seeks innovative proposals for developing high-rate, energy-efficient, decentralized nitric acid manufacturing technologies to protect defense industrial supply chains and redefine energetics manufacturing in contested logistics environments.

The grant is part of DARPA's Research and Technology Development program (CFDA 12.910), which supports high-risk, high-reward research across scientific and technological domains. Funding instruments include cooperative agreements and procurement contracts, targeting revolutionary advances in science, devices, and systems. The solicitation specifically excludes research that primarily results in evolutionary improvements to existing practices, emphasizing the need for transformative technological approaches with potential national security applications.
