PART II: FULL TEXT OF ANNOUNCEMENT
I. Funding Opportunity Description
This publication constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016 and 2 C.F.R. § 200.203. Any resultant award negotiations will follow all pertinent laws and regulations, and any negotiations and/or awards for procurement contracts will use procedures under FAR 15.4, Contract Pricing, as specified in the BAA.
The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals for the CARCOSA program.
Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice.
A. Program Overview The CARCOSA program will develop cyber technologies for use by warfighters in the field during tactical operations, and which provide enhanced situational awareness of the immediate battlespace, all while being suitable for both cyber novices and advanced cyber practitioners.
Performers will collaborate with military stakeholders to explore cyber technology for specific use cases. CARCOSA will develop new tactics, techniques, and procedures (TTPs) through conduct of exercises and proof-of-concept demonstrations of prototype technologies with transition partners.
CARCOSA is a 38-month program organized into two phases, with an additional option for a 12-month Transition Phase. Phase 1 is 20 months (Base), and Phase 2 (Option) is 18 months. This BAA is soliciting proposals for all three (3) phases.
B. Application and Submission Information The effort solicited by this BAA is classified SECRET and involves access to or generation of general classified information. A formal request for the classified addendum may be submitted by filling out the HR001123S0022 REQUEST FORM (found at the end of this notice) and emailing the REQUEST FORM to CARCOSA@darpa.mil with subject line titled “Request
DARPA-BAA-HR001123S0022”.
Proposers are required to submit this request no later than 28 February 2023 at 8:00 AM ET to allow adequate time for delivery of the material. Requests submitted after this date will be disregarded. The HR001123S0022 REQUEST FORM is the only method of request that will be accepted. All requestors will receive a confirmation email with either a delivery tracking number or email confirmation depending on delivery method. Proof of facility clearance level must be validated by the DARPA Program Security point of contact before any classified documentation on the BAA is sent to the proposer.
