About this file
This Broad Agency Announcement solicits proposals for the Cancun program to develop distributable nodes for measuring the radio frequency environment. DARPA seeks proposals to build eleven Cancun units for Phase 1 and an additional fifty units for Phase 2. The Cancun nodes must be low size, weight, power, and cost to enable wide-area deployment and reliably operate in austere environments for the duration of the 42-month program. Proposers are required to submit a request for the classified addendum by January 6, 2023 to receive additional evaluation criteria. Phase 1 proposals are due February 15, 2023. Awards will include procurement contracts or other transactions.

PART II: FULL TEXT OF ANNOUNCEMENT
I. Funding Opportunity Description
This publication constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016 and 2 C.F.R. § 200.203. Any resultant award negotiations will follow all pertinent law and regulation, and any negotiations and/or awards for procurement contracts will use procedures under FAR 15.4, Contract Pricing, as specified in the BAA.
The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals for the Cancun program for scalable, privacy-preserving communications over commercial networks to enable military applications.
Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice.
A. Program Overview
Cancun will create distributable nodes to measure the high frequency (HF) radio environment for improved warfighter situational awareness in the critical HF radio band. The low size, weight, power, and cost (SWaP-C) of these nodes will enable cost-effective wide-area deployments. The Cancun nodes will measure the state of the ionosphere using a sounding function, as well as record and relay portions of the HF radio band for analysis. The primary challenge in Cancun is the coordination of large numbers of Cancun units deployed over distances of well over 1,000 kilometers. Cancun will provide a command and control (C2) network and planning tools to address this challenge. The C2 hardware solution may utilize existing wired infrastructure or it could be a wireless solution. Communications latency will be an important parameter for this network. The mission planning tool will be developed with warfighter input to optimize functionality. Technologies developed under the Cancun program will transition to the U.S.
military services.
DARPA seeks innovative proposals to build and deliver Cancun units and the associated C2 network. A total of eleven Cancun units and associated C2 networking hardware and software will be delivered in Phase 1, and in the Phase 2 Option an additional fifty nodes with the associated C2 network will be delivered. Cancun will deploy these nodes over wide areas as a test bed for experiments. The Cancun nodes must operate reliably in austere environments for the duration of the program. Remote maintenance of the nodes is required, as well as over-the-air software updates.
Cancun is a 42-month program organized into two phases: Phase 1 is 18 months (Base), and Phase 2 (Option) is 24 months. This BAA is soliciting proposals for both Phase 1 and Phase 2.
B. Application and Submission Information
The effort being solicited by this BAA is classified SECRET or otherwise involves access to or generation of classified information. A formal request for the classified addendum may be submitted by filling out the HR001123S0014 REQUEST FORM (found at the end of this notice) and emailing the Request Form to HR001123S0014@darpa.mil with subject line titled "Request
DARPA-BAA-HR001123S0014".
Proposers are required to submit this request no later than January 6, 2023 to allow adequate time for delivery of the material. Requests submitted after this date will be disregarded. The HR001123S0014 Request Form is the only method of request that will be accepted. All requestors will receive a confirmation email with either a delivery tracking number or email confirmation depending on delivery method. Proof of facility clearance level must be validated by the Program Security point of contact before any classified documentation on the BAA is sent to the proposer.
II. Application Review Information
A. Evaluation Criteria
Proposals will be evaluated using the evaluation criteria for selecting proposals, their relative importance, and the method of evaluation contained in the CLASSIFIED Addendum.
