Please note: Answers provided in this and other Q&A documents are meant to supplement, rather than supersede, the posted program BAA.

Question 29: Can an organization submit a classified proposal or classified proposal addendum electronically?

Answer 29: To submit a classified proposal or addendum electronically, please first send an UNCLASSIFIED notice to the BAA inbox (HR001119S0009@darpa.mil) notifying the Angler Support Team of intent to submit a classified proposal or addendum. In addition to the method specified in section IV.B.3.b)(2)(a) of the Angler BAA, classified proposals or addenda may be sent to the Angler Security Officer, Ms. Leticia “Sonya” Maldonado using any one of the following 3 methods.

JWICS: Leticia.Maldonado.ctr@darpa.ic.gov

SIPR: Leticia.Maldonado.ctr@darpa.smil.mil

SAV: Search for Leticia Maldonado in GAL

Question 30: Does DARPA have a Vehicle Platform and/or Vehicle Platform provider in mind, and will DARPA provide this information to prospective bidders? If so, will the government contract services directly with that Vehicle Platform provider to support all Angler participants’ demonstrations?

Answer 30: No, DARPA does not have a platform in mind for the Angler program, and will not be providing a vehicle to program participants. Proposers are free to propose a surrogate vehicle, although proposals should describe “adherence or planned compliance with existing naval architectures,” as per the program BAA.

Question 31: The DARPA Anger BAA states that one of the Phase 1 Development Objectives is to “successfully navigate Phase 1 mission thread without external (e.g. GPS) navigation aids, without human intervention, and with sufficient onboard energy storage.” Does the Phase 1 Demonstration require an in-water demonstration of this capability, or is simulation of the design sufficient?

Answer 31: DARPA encourages performers to pursue early and aggressive in-water testing of all unique capabilities and program metrics. During Phase 1, approaches that integrate the results of simulation, in-water testing, or in lab testing, to demonstrate the full system capability required for Phase 2 and 3 are acceptable. Simulation is a tool that can be used through the life of the program to test algorithms, collect data, or train systems. DARPA values the use of simulation systems with Government Purpose Rights to support follow-on transition.

Question 32: Does the 54 inch maximum diameter specification for Angler include fixed wings or rudders that may extend beyond the vehicle body?

Answer 32: The 54 inch diameter relates to existing launch and recovery approaches; therefore, no protrusions, wings, or rudders should exceed the 54 inch outer mold line during launch and recovery operations.
