V. Basis for Award/Evaluation Factors (52.212-2 Evaluation – Commercial Items)
The Government intends to make multiple awards as a result of this solicitation to the responsible offeror(s) whoses offer, conforming to this solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(1) Location: The health club facility must be located within one (1) mile of the DARPA building presently located at 675 North Randolph Street, Arlington, Virginia 22203.
(2) Services and Equipment Offered: the amount and range of services, equipment, and facilities offered must meet the minimum requirements of the following: restrictive weight training machines; cardiovascular and circuit equipment; free weights; and a broad scope of current industry group exercise classes. The contractor must employ on-site certified personal trainers. The contractor must provide sanitary locker rooms with areas for the temporary storage of personal belongings and showers?
A higher rating may be given to offerors with a larger number and quantity of services and equipment offered.
The health club facility must have effective insurance in accordance with commercial standards for the health and fitness industry. This includes but is not limited to:
Commercial General Liability and Excess Insurance, Worker’s Compensation Insurance and Employer Liability.
(3) Price
The first two evaluation factors are based on technical information and the third factor is based on pricing information. Evaluation factors one (1) through three (3) are of equal importance.
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror(s) within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
