The technical volume shall contain the following elements:

Factor 1 – Technical Approach and Schedule (not to exceed 18 pages)

The quoter shall provide a technical quote that describes the quoter’s understanding and approach in satisfying all aspects of Attachment 1, Statement of Work (SOW). Any exceptions to the approaches or requirements laid out in the SOW shall be clearly identified. In addition, the quoter shall provide a schedule, with accompanying explanatory verbiage, which shows the sequence of events leading up to launch. This should include planned dates for each of the CDRLs listed in Section 8 of the SOW, as well as other key tasks and milestones required to deliver R3D2 launch services. Dates for any required data or hardware deliverables from the Government shall be clearly identified, along with descriptions of those deliverables.

Factor 2 – Past Performance (not to exceed 6 pages)

The quoter shall provide evidence (up to three instances) of successful performance within the past 5 years of similar or related work. This may include Government or commercial launch service contracts, as well as internally or externally funded launch vehicle development and test work. For any launch service contracts cited, please provide a customer point of contact (name, phone, email). The quoter should discuss their technical and schedule performance on these tasks, compared against initial projections or requirements.

e) Volume II – Price

Factor 3 – Price (no page limit)

Quoters shall submit a price quote for launch services for the R3D2 spacecraft, consistent with the tasks and requirements provided in the SOW. The price quote shall be based on contractor’s understanding of the SOW and any other requirements in the solicitation.

6. BASIS FOR AWARD

6.1. Award of a FFP contract will be made on a competitive basis, using Best Value Tradeoff among price and non-price factors as described in FAR 13.106-2.

6.2. In accordance with FAR 13.106-2 the Government intends to evaluate offers and award a contract on the basis established in the solicitation. Therefore, the quoter’s initial quote should contain the quoter’s best terms from a price and technical standpoint. The Government may reject any or all quotes if such action is in the best interest of the Government; the Government may accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.

6.3. Award of this contract will be made on a competitive basis, using factors listed below. Thus, the Government may elect to award to other than the lowest priced quoter, or other than the highest technically rated quoter.

Factor 1 – Technical Approach and Schedule Factor 2 – Past Performance Factor 3 – Price

6.4. The Government will not assume that the quoter possesses any capability or knowledge unless it is specified in the quote.

7. EVALUATION CRITERIA

7.1 Factor 1 – Technical Approach and Schedule: The evaluation will assess the quoter’s understanding and approach in satisfying all aspects of Attachment 1, Statement of Work (SOW) as well as the quoter’s ability to meet the launch date specified in the SOW. The quoter will be evaluated on the schedule and explanatory text provided, to assess their understanding of the tasks and milestones required to accomplish this work, as well as the reasonableness of the dates and durations associated with those tasks and events.

7.2. Factor 2 – Past Performance: The Government will evaluate each quoter’s recent and relevant past performance, as a means of ascertaining their ability to launch R3D2 successfully on time and into the proper orbit.

7.3. Evaluation of Factors 1 and 2: The Government will provide each quoter with one combined rating for Technical Approach/Schedule and Past Performance factors using the Table outlined in Paragraph 8 below.

7.4. Factor 3 – Price: Price will be evaluated separately from technical and past performance factors.

Prices submitted by each quoter will be evaluated to determine if the price proposed by the quoter is fair and reasonable. The Government will use techniques at FAR 13.106-3 to determine Price Reasonableness. The proposed price will be evaluated to ascertain consistency with the services described in the quoter’s technical approach.

8. EVALUATION RATING TABLE FOR NON-PRICE FACTORS

Confidence Ratings

High Confidence

Quote indicates an approach, understanding, ability to meet launch date, and evidence of successful recent and relevant past performance such that negligible risk exists that the Quoter can meet all and exceed some of the requirements.

Confidence Quote indicates an approach, understanding, ability to meet launch date, and evidence of successful recent and relevant past performance such that some risk exists that the Quoter can meet all of the requirements.

Low Confidence

Quote does not indicate an approach, understanding, ability to meet launch date, and evidence of recent and relevant past performance such that significant risk exists that the Quoter can meet the requirements.
