52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award an Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and that is the most advantageous to the Government. The following factors shall be used to evaluate offers:

1. BASIS FOR AWARD

1.1. Award of a single IDIQ contract shall be made on a competitive basis, using best value trade-off among price and non-price factors described at FAR 13.106-(a)(2). The resulting contract is expected to be firm-fixed-price.

1.2. In accordance with FAR 13.106-2 the Government intends to evaluate offers and award a contract on the basis established in the solicitation. Therefore, the quoter’s initial quote should contain the quoter’s best terms from a price and technical standpoint. The Government may reject any or all quotes if such action is in the best interest of the Government; except other than the lowest quote; and waive informalities and minor irregularities in quotes received.

1.3. Award of this contract will be made on a competitive basis, using technical factors and price.

Thus, the Government may elect to award to other than the lowest priced quoter, or other than the highest technically rated quoter. Past Performance will be evaluated independently from the other non-price evaluation factors using one or more of the standards outlined in FAR 13.106-2 (b)(3)(ii).

Factor 1 – Technical Factor 2 – Past Performance Factor 3 – Price

1.4. The Government will not assume that the quoter possesses any capability or knowledge unless it is specified in the quote.

2 EVALUATION CRITERIA

2.1. Factor 1 – Technical: The evaluation of the quote will be assessed to the degree to which it demonstrates the capability to meet the Statement of Work (SOW), in addition a walk-through will be conducted to ensure the likelihood of delivering clean quality facilities, availability to meet Government schedule requirements, location, customer services, facility accommodations, etc. The Government will schedule a walk-through with each quoter, one whose technical volume meets SOW requirements within (1) week after quote submission. During the walk-through, each quoter’s shall host an oral presentation of the proposed facility, amenities, and maintenance records.

2.2. Factor 2 - Past Performance: The Government will evaluate each quoter’s past performance of projects based upon customer satisfaction with the services provided on past or current projects. Only up to three (3) Contractor Performance Assessment Reporting System (CPARS) or three (3) references (if CPARS is not on file) can be submitted for current contracts for corporate housing as provided for government and/or private organizations within the past three

(3) years will be evaluated.

a. It is the quoter’s responsibility to provide valid, current, and verifiable references.

References must include the following information:

i. Name of the organization that will be providing the reference

ii. Name of the point of contact (POC) familiar with contract performance

iii. POC telephone number

iv. POC email address

v. Contract number

vi. Period of performance

vii. Dollar value of contracts and any other pertinent information useful in making contact with the service receiving organization

b. The Government reserves the right to conduct telephone interviews utilizing the points of contacts provided in the quote to determine the quality of the quoter’s contract performance.

c. The Government will review the relevant (i.e., same scope/magnitude and 24 month contract) and recent (i.e., within the past three years) past performance information to determine the risks associated with a quoter’s probability of successfully performing the required efforts.

d. The Government may elect to consider data obtained from other sources. Other sources available to the Government include, but are not limited to, the Federal Awardee Performance and Integrity Information System (FAPIIS) and Past Performance Information Retrieval System (PPIRS).

2.3. Factor 3 – Price: Price will be evaluated separately from non-price and past performance factors. A price analysis will be performed in order to evaluate the fairness and reasonableness of the proposed price. The proposed price will be evaluated to ascertain consistency with the capabilities described in the quoter’s technical quote.
