About this file
This Single Source Justification document details a simplified acquisition for the 11th Contracting Squadron at Joint Base Anacostia-Bolling (JBAB) in Washington DC. The contract is for a new order of an Advantor Intrusion Detection System (IDS), Access Control System (ACS), CCTV System, and Integrated AiPhone System for Building 54, with an estimated contract cost of $179,823.60. The procurement will be a firm-fixed price order placed against GSA schedule GS-07F-039DA, with ADVANTOR Systems identified as the sole authorized source due to the proprietary nature of their systems and their status as the original equipment manufacturer (OEM).
The justification emphasizes that ADVANTOR Systems is the only entity capable of installing and maintaining their proprietary security systems, as they do not train or certify outside technicians. The contract is being awarded under the Multiple Award Schedule (MAS) program, with the contracting officer determining that only a single source is reasonably available. The document notes that as the installed system nears the end of its life, the government will consider alternative systems that allow outside preventative maintenance providers. The contract was signed by the Contracting Officer on 30-Jul-2025, with a specific focus on maintaining the warranty and integrity of the existing security infrastructure.
