About this file

This document is a request for information from the Defense Commissary Agency seeking information from potential sources capable of providing material handling equipment on a lease basis for three commissary locations in Guam. The agency is seeking to lease various types of electric and propane powered forklifts, order selectors, pallet jacks, and narrow aisle equipment for a five year base period plus four option years. Respondents are asked to provide their capabilities to meet the equipment requirements listed, replace inoperable equipment within 24 hours, maintain sufficient repair parts inventory on Guam, and describe relevant past performance. Responses are due by February 14, 2024 and should include a capability statement and answers to the questions in Section 4 addressing small business partnerships and the ability to provide new equipment within three years of age.

Q&R

GUAM MHE LEASE

QUESTIONS RESPONSE

1 Will the age of units carry on throughout the term of contract?

In this case, when providing new zero-day units at start of contract, will these units require replacement at beginning/end of year 3?

Will they be able to be replaced by unused units that arrived at initial contract?

See revised RFI.

2 Is the amount requested required to be delivered same day or will we be able to roll out and carry-on inspection by equipment type and site at a staggered rate?

See Par, 2.1

3 Is start of contract rigid for all 3 locations?

Yes.

4 Some unit types are also experiencing long lead times and vary between several weeks to over a year, so depending on contract start there may or may not be enough time to receive and deliver without a “partial” amendment.

See Par, 2.1

5 Are any units going to be stored outside? If so, this would require increased service and accelerate deterioration similar to previous units at Andersen AFB.

There is a possibility that LPG can be stored outside.

6 Are prices able to be updated per year or is it locked for the total contract option term?

The contract is for 5 years (Base plus 4 option years). Price is based on how you price the equipment for the 5-year period when proposal is submitted.

7 Are there any more specific aisle/entryway/overhead obstruction specs? We can better match equipment between units with equal capacities if so.

The equipment on the specs is measured to fit the Govt requirements. Please use the specs on the RFI for measurements on the equivalent or similar equipment that you want MHE to be considered when proposal is submitted. Substitute equipment during repair is pre-approved by the Government.

8 Some units do not meet spec by slight measurements (1-2” etc.), are we able to suggest units over/under for this purpose?

Equal or similar equipment is acceptable with Government pre-approval.
