QUESTIONS AND ANSWERS

Quantico MCB Questions & Answers

* Are cases that come in for case lot sales and that do not go out of the warehouse immediately considered stored cases? Case lot sale merchandise is stored by the Government.

* How often does the Quantico Commissary have case lot sales? Twice a year, but case lot sales are not a contractor responsibility.

* What is the responsibility of the contractor regarding case lot sales? None; however, under 4.3.3.15.1, Assistance to Patrons, contractor stockers shall fill customer requests for case lot orders from the RSHA.

* Should the contractor be asked to help set up or take down pallets from the case lot sale how is the contractor compensated? No.

* Will a properly rotated product on the shelf that expires because it did not sell be considered contractor damage? Yes

* Does the Government provide internet and/or telephone services in the Contractor office? Yes, see Performance Work Statement (PWS) Paragraphs 2.2.1.2 Utilities and 2.2.1.5 Telephone.

* Exhibit 2-1 indicates 230 sq feet of shared office space, who is this space shared with? The Exhibit does not state that this space is shared. It is under control of the contractor.

* Does the contractor have its own janitor closet or area where they can store supplies and obtain water for buckets and scrubbers? See Exhibit 2-1.

* Who is responsible for adding distilled water to the forklifts? Who provides the distilled water?

Both the Contractor and the Government are responsible since both operate the equipment. The Government provides the distilled water.

* Who is responsible for the dismantling of displays? How is the product dismantled and where will the items be stored? Who stores that product and how? See PWS paragraph 4.3.3.7 Fill and Replenish Displays.

* When the displays are dismantled are the assigned aisle item locations filled with the product before the remainder is taken off the store floor? Who stocks the shelves with that product? If the Government dismantles displays and stocks the items to the shelves then is the contractor responsible for the rotation on that item? The residual from displays can be issued to the contractor to stock to the shelf during the dismantling of the displays. Regardless of who stocks the product, the contractor is responsible for the rotation of all contractor responsible line items per the PWS.

* What is the responsibility of the contractor regarding the remaining dismantled display items and how is the contractor paid for this work? The government is responsible to package the items in boxes/crates and then store the items in the RSHA.

* Are fresh pre-packed bakery items (such as Otis Spunkmeyer) and the like considered DSD? If not and it is the responsibility of the contractor to stock them then do these items require individual date stickers being applied? DSD items are identified in Exhibit 4-1. In many instances, these items mentioned in the question are delivered frozen on the FDS truck and part of the slack out workload.

* How many different areas of the RSH are the Government supplies stored in? One

* 4.2.2 says "the Contracting officer will determine what excessive damage/ expired merchandise is" How is excessive determined? See PWS Technical Exhibit 1, paragraph 6.1.

* TE 1-5 Section 6.1 indicates that if contractor caused damaged merchandise can be sold at a discounted price then the contractor will only be charged the difference in price. How is this documented and adhered to?

The Commissary maintains a salvage sheet to track items sold at a reduced price. All Damaged/Expired Merchandise (DEM) are recorded on the DEM Worksheet and reviewed by the PM.

* Please provide a list of the safety stock items. How many are there? Safety stock is designated by UPC from the store director and can change based upon sales, shelf allocations, and planograms. While the number of items change, it is not estimated to exceed the store workload in the RSHA portion of the contract.

* 4.3.3.9 Mispicked cases are not considered overwrite cases, but are they counted as cases stocked? See paragraph 4.3.3.9 Mispicks of PWS. The estimated number of mispicks is less than 1% per month and should be factored into your monthly case price.

* How are mispick cases determined? See paragraph 4.3.3.9 Mispicks of PWS

* What are the average monthly sales at this Commissary over the last 6 months? Submit a FOIA request as this information is not readily available.

* The contractor has the responsibility to repair labels, how does the Government want the label repaired? Using what supplies? Glue, Tape? See PWS paragraphs 4.2.2 and 4.3.3.5. Note: Quantico has Electronic Shelf Labels (ESL).

* It was noted at the site visit that white labels were placed over several ESL's, how does the contractor deal with that situation? The store is responsible for placing the white labels over the ESLs

* It was noted that items were spread out over the item allocation with the white label, how does the contractor get paid to replace those items into the proper ESL item allocation? See PWS paragraph 4.3.3.2.1. The contractor is paid by the case for stocking.

* Many items throughout this Commissary are cross merchandised in many areas of the store, for instance in the produce, dairy, and meat department. Items such as salad dressings, condiments etc. Is the contractor responsible for stocking in these areas? The contractor is responsible for all contractor responsible items. Items listed in Exhibit 4-1 can be stocked by the contractor if issued by the Government.

* Is the contractor responsible for expired merchandise in areas other than the main aisle allocation of product? See PWS paragraphs 4.3.3.3. and 4.3.3.3.1

* Is the contractor responsible for shippers? If so, what is the responsibility? The contractor is responsible for shippers received on the FDS truck that contain contractor responsible line items.

* Please explain the process for the Click2Go personnel to obtain the CAC card. Background investigation/security clearance guidance is in the Revised Addendum to PWS for Click2Go Fulfillment Services.

* Is the contractor responsible for stocking the merchandise that is hanging on hooks throughout the store aisles? If so, how does the contractor know where to place those items? Please see PWS paragraph

4.3.3.2.2 Placement of Merchandise Within Item Allocation. However, in many cases these items are provided by National Industries of the Blind (NIB) and stocked by a NIB rep.

* It was noticed at the site visit that the Click2Go schedule for ordering products is Monday through Saturday, however the solicitation specifies that the contractor work schedule is Tuesday-Saturday, does the Government pick the orders on Mondays? See revised Addendum to PWS for Click2Go Fulfillment Services.

* How long do Slack out items need to be defrosted in the chill area prior to stocking? See PWS paragraph 4.3.3.2.1. The item defrosts on the shelf, hence the product must have an expiration date put on it when stocked.

* How is the expiration date of slack out items determined? Are all slack out items expiration cycle the same? See PWS paragraph 4.3.3.2.1.

* What is the process for disposition of expired merchandise? See PWS paragraph 4.3.3.3.1 Expired Code Dates.

* If an item comes in that expires within 24 hours should the item be stocked that day? No, Commissary will receive credit from the distributor if this happens and pictures will be taken of these items

* 4.3.2.6.1 Indicates that DSD items may be required by the Store Director to be stocked by the contractor. Does the store currently require contractor help with DSD? If so, approximately how many cases a month of DSD are being issued? See PWS paragraph 4.3.2.6.1. Contractor will only be issued these items if the shelves are empty.

* How often are displays built and dismantled? When? What is the timeline for completion? See PWS paragraph 4.3.3.7. According to the store, generally, there are two display periods per month.

* 4.3.3.14.1 Certifying cases stocked. Will the Government determine the number of cases stocked based on the FDS receiving log and then by subtracting the overwrite not stocked at the end of the contractor work schedule? See PWS Paragraph 4.3.3.14.1. The Store Director and Contractor shall mutually agree on procedures for the Government to certify the number of cases.

* C4-24 RSH area 21,026 and rear loading dock 1399 does not equal the total area of 22,265 please clarify what the appropriate square footage is for these areas. Square footage in the PWS will be updated to 22,425 with Amendment 0003. See Revised PWS dated 8/16/22.

* C4-25 Total custodial area of 24,169 does not seem to be accurate according to the adding of the individual areas. Square footage will be updated to 24,329 with Amendment 0003.

* In the Technical Exhibit the question #4 C. Explain your procedures for day custodial requirements.

Please clarify we do not see any requirements in the PWS for Day Custodial.

The day custodial paragraph is reserved for this requirement. Day custodial tasks are performed by a different contractor. The question will be removed from the Technical questions.

* It is noticed that there is an updated Wage determination for this area WD #2015-4281 Revision 23 will this new WD be implemented in this solicitation? WD 2015-4281, Revision 24, dated June 27, 2022 is now available. The solicitation, and associated attachments, will be modified to include this WD.

* 1.3.1.2. Training – “certified IAW Occupational Safety and Health Administration (OSHA) requirements” can the government please define the specific certification requirements for the Quantico Operation? OSHA requirements are not unique to the commissary.

* 1.3.2. Can the Contractor define more than 1 alternate PM? The contractor can have as many APM’s as they require.

* 1.3.3 Will the Government provide PPE for contractor personnel as identified by the contractor? PPE must be provided by the Contractor

* 1.3.3 Will the government please define COVID protocols for PPE as required under this contract – who provides COVID PPE if required? Follow CDC and local base Guidance for COVID and PPE protocols. PPE must be provided by the contractor.

* 1.9. GOVERNMENT PERFORMANCE OF WORK – Can the government please define this paragraph more specifically? All work on this contract supports commissary patrons – therefore, does the government reserve the right to self-perform any and all work under this contract? For a performance base contract like this, this represents a significant risk to contractors, and could be used punitively. We request the government revise section to allow for Government employees to perform tasks covered by this contract only when the contractor is unable/unwilling to do so in a timely manner. The paragraph is self-explanatory. The Government reserves the right to perform when support to patrons is required.

* 3.3.1. Compliance with Standards -. “The Contractor shall use sanitizer test kits to determine that sanitizers meet the required strengths.” With what frequency? Cleaning frequencies are shown in Exhibits 4-6-4 and 4-6-5.

* 4.3.3.8. Amount of Overwrite Cases – “The estimated percentage of overwrite cases per month is 9% of the total monthly cases available for stocking by the Contractor.” How did the government reach this estimate?

Will the government consider reducing this estimate to 5% to minimize contractor duplicative efforts? The Government will not reduce the overwrite percentage.

* 4.3.3.10. Returning Merchandise to Appropriate Locations – Is Morning defined as 12:00AM, or by the beginning of “Day Stocking” operations as defined in the table in 1.2.1. As stated in the paragraph, it is “no later than the end of the Contractor’s night operations.” Refer to the table at PWS paragraph 1.2.1 for the contractor’s work schedule.

* 4.3.3.14.1. Cases Stocked from Commissary Stock on Hand – What is the typical “certification” process for the case count in Quantico? The Store Director and Contractor shall mutually agree on procedures for the Government to certify the number of cases that the Contractor stocks from the freezers, refrigerators; to include all portable and stationary chill and freeze cases, overwrite area or any other area within the RSHA.

* 4.3.3.14.1. Cases Stocked from Commissary Stock on Hand – What happens if there are stocking delays caused by delays in the government count or certification? When the government delays performance, the contractor will need to discuss with the Contracting Officer to prevent recurrence of delays.

* 4.4.2.13. Hazardous Food Recalls – will Recalled cases be counted as cases stocked when they are placed in the recall area since this is a similar level of effort to stocking a case, and disrupts normal stocking operations? If the government requires the contractor to remove cases from the shelves due to hazard food recalls or emergency situations, the contractor and government agree on a case count for that work and it is counted on the daily, nightly case count sheet.

* 4.6.3.2. Clean up of Hazardous Chemicals or Materials. Sub part e. Will the government cover the cost of proper disposal of Hazardous Materials? The disposal of hazardous chemicals shall be conducted in accordance with the base procedures and generally, the contractor is only responsible for the labor to complete the disposal.

* Is there an incumbent? Yes

* If successful in a bid would we take over current incumbent employees? This would be the contractor’s decision to make.

* Is there any factoring for overtime operations to meet quantity requirements? It is at the contractors discretion if he/she chooses to offer its employees overtime.

* Request clarification for Attachment 3 sick pay/Holiday/Health and Welfare: Is additional costing for Health and Welfare on Attachment 3 to provide Medical insurance, or is this additional PTO? Health and welfare is required to be paid in accordance with the wage determination for all compensable hours.

* Request clarification for Attachment 3 Holidays/Sick/Vacations/Health and Welfare: is there a need for separating Holiday, and Vacation pay rates? No

* Request to provide if possible current Stocking, RSHA, and custodial procedures to cost against.

These procedures are unique to the contractor and will not be provided.
