About this file

This amendment modifies the solicitation for shelf stocking, receiving, storage, holding area, and custodial services at the Key West NAS Commissary. The amendment revises clause 52.215-4507 in Section M to update the proposal evaluation factors. Key evaluation factors include technical capability for night stocking, receiving, storage, custodial duties, and quality control. Personnel factors include capabilities for night and day stocking and custodial operations. Price will be evaluated for realism and consistency with the technical approach. Performance capability and past performance combined are approximately equal to price as evaluation criteria. The contractor shall provide all staffing and supplies to perform stocking, receiving, storage, holding area, and custodial services at the specified commissary location in accordance with requirements.

SUMMARY OF CHANGES

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

52.215-4507 PROPOSAL EVALUATION (APR 2004)

PROPOSAL EVALUATION

(a) GENERAL:

(1) Using the tradeoff process, award will be made to the responsible offeror whose offer conforming to the solicitation will provide the best value to the Government considering the factors set forth below. The process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated offeror.

(2) All proposals submitted which comply with the solicitation requirements will be evaluated. Proposals that fail to comply with content or format requirements specified in Section L of this solicitation may be rejected without further evaluation.

(b) OUTLINE OF EVALUATION FACTORS, SUBFACTORS, AND ELEMENTS

FACTOR 1: PERFORMANCE CAPABILITY

Subfactor: Technical Capability Element:

Night Shelf Stocking Receiving/Storage/Holding Night Custodial Day Requirements

Quality Control

Subfactor: Personnel Element

Night Shelf Stocking Receiving/Storage/Holding Night Custodial Day Requirements

Indirect Labor

FACTOR 2: PRICE

(c) RELATIVE IMPORTANCE OF EVALUATION FACTORS and SUBFACTORS:

(1) FACTORS: Of the three evaluation factors, PERFORMANCE CAPABILITY and PAST PERFORMANCE, when combined, are approximately equal to PRICE.

(2) PERFORMANCE CAPABILITY:

HQC00822R0003

(i) Technical Capability is significantly more important than Personnel

FACTOR 3: PAST PERFORMANCE:

Subfactor: Similarity of Experience Quality of Service Timeliness of Performance Business Relations

(1) Past performance evaluation is a subjective process considering relevant facts, circumstances, and trends. The evaluation will consider:

(i) similarity or dissimilarity of size, scope, and complexity of experience to current contract requirements, and recentness of performance;

(ii) the offeror's demonstrated ability to provide quality services;

(iii) the offeror's ability to complete services on time;

(iv) the offeror's ability to develop and maintain productive and responsible business relations and to address concerns and resolve problems during contract performance.

(2) In addition to information provided by the offeror in the proposal, the government may use data from other customers, consumer protection organizations, and other entities with useful and relevant information.

(3) If neither the business nor any key personnel have a record of relevant past performance or past performance is not available, past performance will not be rated favorably or unfavorably.

(e) Performance Capability Weighted Rating Scale

Outstanding: Probability of successful performance is extremely high. The risk of failure is virtually non-existent.

Very Good: Probability of successful performance is very high. The risk of failure is minimal.

Satisfactory: The probability of successful performance is significantly greater than the risk of failure.

Marginal: The risk is very high that the offeror is not capable of performing successfully.

Unsatisfactory: The risk is extremely high that the offeror is not capable of performing successfully.

(f) Offerors receiving a Marginal or Unsatisfactory rating in any element may be considered ineligible for award.

(g) PRICE AND PRICE REALISM: Proposals will be evaluated to determine whether offered prices are realistic in relation to the work to be performed, reflect a clear understanding of the requirements, and are consistent with other portions of the offeror's proposal. The PRICE factor will not be scored.
