About this file
This document is Amendment 1 to Attachment 1 of Solicitation No. HQ0860-25-S-C001, which outlines requirements for RFO-based procurement contracts issued by the Missile Defense Agency (MDA) for Advanced Capability Concepts. The amendment updates Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) references to align with the Revolutionary FAR Overhaul (RFO) effective September 2026. The solicitation operates under RFO 6.101 for competitive selection of white papers and constitutes full and open competition compliant with the Competition in Contracting Act of 1984.
Eligible offerors may propose subcontracting and teaming arrangements, though prime contractors are encouraged to lead and perform at least 50 percent of effort by cost. MDA will consider all contract types recommended by offerors, including cost reimbursement contracts, which require successful contractors to maintain accounting systems capable of segregating and allocating costs. Step-Two offerors must submit fully disclosed cost proposals under RFO Part 15, with certified cost and pricing data potentially required under RFO 15.403. Additional Step-Two requirements include: completing the MDA Form DA-78-F2 Organizational Conflict of Interest Analysis/Disclosure Form; identifying restrictions to government rights in technical data and computer software using R-DFARS 252.227-7992; submitting a Small Business Subcontracting Plan if applicable under RFO 19.109; and complying with multiple cybersecurity and safeguarding provisions including R-DFARS 252.204-7012 (Safeguarding Covered Defense Information and Cyber Incident Reporting) and R-DFARS 252.204-7021 (Cybersecurity Maturity Model Certification Level Requirements). The Government anticipates Unlimited Rights to data developed exclusively with government funds and Government Purpose Rights to data developed with mixed funding.
