SECTION II: ANNOUNCEMENT DESCRIPTION
All requirements of the MDA IS&T BAA, HQ0860-23-S-0001 (herein referred to as the
“baseline BAA”), apply unless specifically amended and addressed in this Call. The baseline
BAA provides information on the overall program, white paper preparation and submission requirements, white paper review and evaluation criteria, etc. Offerors are advised to review the baseline BAA thoroughly when preparing white papers in response to this Call. For complete information regarding the baseline BAA, refer to HQ0860-23-S-0001 at https://sam.gov.

This Call is issued under Research Area #12 Radiation Effects, Heavy Ion, Proton, and Neutron Single Event Effects on Electronic Devices and Systems of the baseline BAA, HQ0860-23-S-0001.
MDA is seeking white papers on new Single Event Effects (SEE) test methodologies, techniques or alternate particle sources such as using LASERs, modeling, X-ray, protons, developing test boards with multiple Devices Under Test (DUTs), automated test software to improve testing speeds, etc; Reduce heavy ion demand by improved test facility or user testing efficiency , such as creating an educational certificate program that governs user test efficiency;
technologies that enhance user operability of facilities; Methods to approach SEE testing on
System-on-chip (SOC) devices as a black box test with advantages and limitations of such an approach. Methods and techniques and verification approaches to bound pulsed neutron SEE response using existing or minimally modified existing test facilities.
C. Briefing for Industry Day
MDA will be hosting a virtual Briefing for Industry Day (unclassified) open to all offerors interested in submitting a white paper in response to this announcement. Briefings will consist of: 1) an overview of the technical problems to be addressed and potential solutions for consideration; and 2) requirements of the BAA and white paper submissions. Attendees will have an opportunity to meet one-on-one for thirty (30) minutes with Government representatives to discuss any questions regarding the announcement. Briefings are welcome, but not required.
Details on event registration are provided below. Requests for event registration must be received by MDA no later than May 19, 2023. MDA will provide further details for the event once a registration request is received.

A. Response Date
White papers shall be received by June 22, 2023 by 5:00 PM Mountain Daylight Time
(MDT). Offerors are responsible for monitoring the Contract Opportunities website
(https://sam.gov) for any amendments to this announcement.

B. Anticipated Awards
Multiple awards are anticipated under this BAA. However, MDA is under no obligation to make any awards in response to the white papers submitted. MDA also reserves the right to award all, some or none of a particular white paper. The funded amount and period of performance for each white paper selected for award may vary depending on the research area and the technical approach to be pursued by the offeror.
C. Funding Availability
Funding for this Call, per Government Fiscal Year (GFY), is estimated as follows:

Funding may become available throughout the open period of this BAA to pursue promising innovative concepts of interest with any and all qualified sources. Offerors should be aware that funding availability might change with little or no notice.

Awards are anticipated to consist of one (1) base year period of performance with the potential for up to four (4) severable option periods for subsequent performance. Inclusion of options in any resulting award is at the discretion of the Government.
