SECTION II: ANNOUNCEMENT DESCRIPTION

This is a Call for white papers against Research Area #3 Directed Energy Systems under the FY21 MDA IS&T BAA. All requirements of the FY21 MDA IS&T BAA, HQ0860-21-S-

0001 (herein referred to as the “baseline BAA”), apply unless specifically amended and addressed in this Call. The baseline BAA provides information on the overall program, white paper preparation and submission requirements, white paper review and evaluation criteria, etc.

Offerors are advised to review the baseline BAA thoroughly when preparing white papers in response to this Call. For complete information regarding the baseline BAA, refer to HQ0860-

21-S-0001 at https://www.sam.gov.

This Call is executed under a Two-Step Open BAA issued under the provisions of FAR

6.102(d)(2), which provides for the competitive selection of research proposals. The following information is relative to Step-One, which is the call for submission of white papers. MDA will contact those offerors whose white papers are selected to proceed to Step-Two and provide instructions for them to follow. Step-Two is submission of a formal proposal. DO NOT submit a formal proposal until requested by the MDA Contracting Office.

Approved for public release 22-MDA-11155 (18 May 22) 4

SECTION III: ELIGIBLE OFFERORS/APPLICANTS

MDA seeks responses from the following qualified offerors who meet the requirements of this BAA:

Private industry (large and small businesses)

Commercial and/or nontraditional defense contractors

Offerors may propose subcontracting and teaming arrangements; however, it is expected for FAR based solutions that the submitting offeror will lead and perform 50% of the effort by cost. For Other Transactions, the lead offeror, if seeking to qualify as a non-traditional defense contractor, must participate to a "significant extent." There is no set dollar amount or percentage of work that is considered a "significant extent" and offerors must provide justification to support a determination by MDA that they are participating to a "significant extent."

In accordance with 32 CFR Part 117 NISPOM Rule, offerors are required to have access to classified information in performance of this effort, and thus companies under foreign ownership, control or influence (FOCI) will be excluded from responding to this announcement.

SECTION IV: RESEARCH OPPORTUNITIES

A. Program Overview

Refer to baseline BAA, HQ0860-21-S-0001.

B. Research Areas

This call is issued under Research Area #3 Directed Energy Systems of the baseline

BAA, HQ0860-21-S-0001.

The offeror’s response must address the following baseline objective. Response to the baseline objective should not exceed 20% of the overall cost of the proposed effort.

Conduct a study of diode-pumped alkali laser (DPAL) technology and its application to the Missile Defense System (MDS), to include industry recommendations on platform and mission, as well as industry determination of the necessary performance of DPAL in order to be relevant to the MDS.

The offeror’s response may also include, but is not limited to, the following technical objectives. For each choice objective, the offeror must provide an estimated cost and schedule, independent of any other choice objective, though each choice objective may have a cost and schedule that is not independent of the baseline objective.

Study the mechanism for scaling DPAL technology to a performance level relevant to

MDA missions and provide the technical approach to scale DPAL to that performance level.

Approved for public release 22-MDA-11155 (18 May 22) 5

Analyze current DPAL models, system design and commissioning, and engineering and energetics models and their suitability for use in predicting performance of future DPAL systems, as well as identify additional experiments and data needed to validate and improve current models, along with their cost and schedule.

Provide the technical approach, cost, and schedule of transitioning DPAL technology to an industry partner, designing, and building a DPAL of sufficient performance as needed for use by MDA.

Compare the advantages and disadvantages of DPAL technology in its current and future state to the current and future state-of-the-art laser weapon technology as relevant to

MDA missions.

Provide the cost, schedule, and technical approach to minimize Size, Weight, and Power

(SWAP) of a future DPAL system.

Any other proposed aspects of DPAL.

The deliverables for this effort will be studies, no hardware or software will be required to be delivered. Outcomes of the studies may be used by the Agency to inform future acquisition activities.

White papers should clearly identify what technical objectives the offeror proposes to include in their study. Offerors are required to provide a Rough Order of Magnitude (ROM) that includes an estimated cost for each technical objective. See Section VII. for additional details.

C. Technical Data Package

A technical data package on a current DPAL technology is available to offerors that have a valid U.S. security clearance of collateral Secret or higher. In order to receive the technical data package, offerors must submit a request to advancedresearch@mda.mil that includes the following information relative to where the information will be received and handled:

Company Name

Company Address

Commercial and Government Entity (CAGE) Code

Recipient Information – Name, Title, Phone Number, Email Address (include
