RESEARCH AND DEVELOPMENT ENTERPRISE COLLABORATION SERVICES (RECS)
Draft Solicitation (November 14, 2016)
1 Draft Solicitation
1.1 Document Release
The Missile Defense Agency (MDA) is pleased to release the RECS draft solicitation for industry review and comment. The draft solicitation documents are posted as a sensitive/secure package on the Federal
Business Opportunities (FBO) website in conjunction with this notice.
This draft solicitation does not constitute a solicitation or a promise of a solicitation in the future. This draft solicitation is for planning purposes only and does not commit the Government to any contractual agreements or arrangements. Proposals are not requested.
1.2 Secure Package Access Instructions
Sensitive/secure RECS packages may contain For Official Use Only (FOUO) or Controlled Unclassified
Information (CUI); therefore they are also loaded to the FBO website as export controlled documents.
Only authorized vendors may access export controlled documents in FBO. Export controlled access level requires that the vendor’s marketing partner information number (MPIN) be certified by the Defense
Logistics Agency (DLA) Logistics Information Service’s (DLIS) Joint Certification Program (JCP). FBO receives a daily feed of authorized vendors, which determines access based on a vendor’s Commercial and Government Entity (CAGE) code/MPIN. MPINs are selected/assigned when a vendor registers in the
System for Award Management (SAM) at http://www.sam.gov.
Reference the FBO Vendor Guide and/or demonstration video entitled “Advanced Functionality: Search
Agents, Watchlists and Export Controlled Documents” available on the FBO homepage for more information regarding access to export controlled documents. Additional information regarding application for the JCP certification is available at the Defense Logistics Agency (DLA) Logistics
Information Service (DLIS) JCP homepage at http://www.dlis.dla.mil/jcp/. If you are still not able to access the export controlled FBO document 24 or more hours after receipt of the JCP certification, suggest you contact the Federal Service Desk (FSD) at https://www.fsd.gov/fsd-gov/home.do or 866-606-
8220 and ask for assistance to have your JCP certification inserted into your SAM account so that you can view export controlled documents posted to the FBO website.

Disclosure, copying, dissemination, distribution, and destruction of the material shall be in accordance with the FBO Terms and Conditions individuals must agree to prior to viewing the attachments.
2 Industry Feedback
2.1 Draft Solicitation
In order to improve the final solicitation, the acquisition team encourages industry to submit questions and recommendations regarding any and all content of the draft solicitation documents by December 15, 2016. Questions and recommendations submitted after this date will be accepted, but may have less impact on the content of the final solicitation depending on where the acquisition team is at in the final solicitation development and staffing process. The format to submit questions and recommendations is attached.
MDA responses to non-proprietary questions and recommendations will be periodically posted to the
FBO website without identification of the party submitting the question.
As a special point of interest for the acquisition team, request prospective prime contractors identify the top 3-5 draft solicitation elements that must change (and how) and the top 3-5 draft solicitation elements that must stay the same in the final solicitation in order to maintain your interest as a prospective prime contractor. Responses to this request will not be posted to the FBO website. Request this information be submitted at the same time as your draft solicitation questions and recommendations. Additionally, we are seeking feedback regarding the performance measurement and quality ranges for PWS Task 3.1.2.2, Successful Execution of the MDA Knowledge Online (MKO) Collaboration Systems. Please provide alternatives or suggestions on how best to measure the quality of this service.
2.2 General Questions, Concerns, and Recommendations
The RECS acquisition team reaffirms its commitment to implement the overarching acquisition strategy in a manner that reasonably balances the following: fair and robust competition, increasing small business opportunities, enabling innovative approaches, considering industry concerns and recommendations in the development of the draft and final solicitations, and supporting development of acceptable organizational conflict of interest mitigation strategies where possible.
To assist the acquisition team in meeting those commitments, please contact the contracting officer identified in section 4 of this notice with all questions, concerns, and recommendations. You may also contact the following MDA organizations at any time with concerns and recommendations you believe require additional advocacy as the Agency moves forward with the development, coordination, and approval of the RECS final solicitation content.
•MDA Competition Advocate: Competition_Advocate@mda.mil, 256-450-1424
•MDA Office of Small Business Programs: Outreach@mda.mil, 256-450-2872
2.3 Email Encryption Capability
To ensure secure, email communications, the Contracting Officer strongly recommends all prospective offerors obtain email encryption capability as described in the attached document, RECS Email
Encryption Capability. Use of unencrypted email by the submitter is done at the submitter’s own risk, but will be accepted by the Contracting Officer. Emails from the Contracting Officer may, at some point, be limited to prospective offerors with encryption capability.
3 Schedule Updates
Schedule updates, including opportunities for industry interchanges (industry day, site visit, and/or one-on-one meetings), will be provided via separate FBO notices.
