PERFORMANCE WORK STATEMENT (PWS)
DMEA 19-9G3
15 May 2019
Project Engineer:
1.0 SCOPE:
1.1 TITLE: Microelectronic Availability Impact Study and Evaluation
1.2 APPLICABILITY: Defense Microelectronics Activity
1.3 BACKGROUND: The Defense Microelectronics Activity (DMEA) mission is to leverage advanced technologies to extend the life of defense systems, to solve operational problems (e.g., reliability and maintainability) and to address diminishing manufacturing sources. DMEA provides technical and application engineering support for the implementation of advanced microelectronics research technologies from design through assembly and installation. These advanced technologies are translated into solutions for military needs. DMEA manages an organic capability to support these strategically important technologies within the DOD. DMEA supports all Department of Defense (DOD) organizations as well as other federal agencies, state governments, United States industry and foreign entities.
DMEA provides effective and economically viable technology solutions to microelectronics problems. DMEA’s microelectronics engineering specialists, supported by complex analysis, design, test, and prototyping equipment, produce solutions that are technically appropriate, logistically supportable, schedule responsive, and fiscally affordable. The services provided by DMEA have been extended to other United States government departments and agencies and also to US allies overseas.
To accomplish its mission, DMEA must stay abreast of the science and technology trends that might affect the ability of the United States military to maintain advanced and evolving microelectronic systems.
1.4 PURPOSE: The purpose of this PWS is to support DMEA to maintain and revise, as necessary, a vision, an enterprise roadmap, and a long-term strategic plan to address the impact microelectronics availability has to USG programs, and ultimately, national security. DMEA must understand these impacts and develop strategically refined solutions to protect our national security.
2.0 REFERENCED GOVERNMENT PROVIDED RESOURCES: None
3.0 REQUIREMENTS:
3.1 GENERAL REQUIREMENTS:
3.1.1 RESERVED
3.2 PROGRAM MANAGEMENT:
3.2.1 Travel: Travel may be required during the conduct of this PWS. Negotiated travel shall be approved upon task award. Additional travel shall be authorized only upon written approval of the PCO.
3.3 TASK REQUIREMENTS:
3.3.1 Task 1: Critical DOD Program Impact Evaluation: The contractor shall identify DOD Programs that are critical to satisfying DOD mission requirements. The contractor shall evaluate each program specifically relating to how those programs are reliant on microelectronics. The contractor shall assess the overall impact on each program if trusted microelectronics were unavailable. The contractor shall evaluate relevant issues with respect to microelectronics, including but not limited to: trusted supply chain, recent investment trends, global versus domestic supply chain issues, etc. The contractor shall assess congressional budgetary adjustments and report implications from these on science and technology that underlies advances systems used by the DOD. The contractor shall make recommendations regarding appropriate changes to the organization’s approach in significant areas, which may include, but are not limited to: liaison activities with collaborative organizations of industry and government entities, recruitment of personnel, and presentation of DMEA’s public face. The contractor shall provide technical guidance during the implementation of process recommendations that the government approved. (A001: DI-MISC-80508:
Evaluation Report)
3.3.2 Task 2: Critical DOD Program War-game Scenario: Based on the results of 3.3.2, the contractor shall run an analytical war-game scenario. The war-games scenario shall simulate the effects that a change in availability of trusted microelectronics would have on the identified critical DOD programs. The contractor shall develop a report based on the outcome of the war-game and present the findings to DMEA. (A001: DI-MISC-80508: Evaluation Report)
3.3.3 Task 3: Critical Intelligence Community (IC) Program Impact Evaluation: The contractor shall identify IC Programs that are critical to satisfying IC mission requirements. The contractor shall assess congressional budgetary adjustments and report implications from these on science and technology that underlies advances systems used by the IC. The contractor shall make recommendations regarding appropriate changes to the organization’s approach in significant areas. The contractor shall provide technical guidance during the implementation of process recommendations that the government approved. (A001: DI-MISC-80508: Evaluation Report)
3.3.4 Task 4: Derivative Technology Impact Evaluation: The contractor shall identify derivative technologies that are heavily influenced by 90nm to 14nm technology microelectronics, including but not limited to the following:
Hypersonics Directed Energy Command, Control and Communications Space Offense and Defense Cybersecurity Artificial Intelligence/Machine Learning Missile Defense Autonomy Quantum Science and Computing 5G/6G Internet of Things (IoT) Cloud Computing (Secure Servers) 2.5D Packaging 3D Packaging System on a Chip (SoC) The contractor shall evaluate each technology specifically relating to how they are reliant on 90nm to 14nm technology microelectronics. The contractor shall assess the overall impact on each derivative technology if trusted microelectronics were unavailable. The contractor shall evaluate relevant issues with respect to 90nm to 144nm technology microelectronics, including but not limited to: trusted supply chain, recent investment trends, global versus domestic supply chain issues, etc. The contractor shall assess congressional budgetary adjustments and report implications from these on science and technology that underlies advances systems used by the derivative technologies. The contractor shall make recommendations regarding appropriate changes to the organization’s approach in significant areas. The contractor shall provide technical guidance during the implementation of process recommendations that the government approved. (A001: DI-MISC-80508: Evaluation Report)
