1.0 SCOPE:

1.1 TITLE: 2x12 Probe Card

1.2 APPLICABILITY: Defense Microelectronics Activity (DMEA), Reliability Testing

1.3 BACKGROUND: DMEA has a need to perform on wafer parametric testing. As per DMEA test convention, eB# 105476, DMEA is standardizing its test probing to the 2x12 pad out. The 2x12 probe card is required for rapid parametric testing and compatible with existing MEBD test equipment such as, but not limited to:

1) RPP305 Micromanipulator arms

2) Keithley 4200 Semiconductor Characterization System

3) Cascade Summit 12000 AP Probe Station.

1.4 PURPOSE: The purpose of this task is to purchase 2x12 probe cards and supporting cabling.

NOTE: The information described within paragraphs 1.0 through 1.4 above is given for information only and has no contractual effect.

3.0 REQUIREMENTS:

3.1 GENERAL REQUIREMENTS: The contractor shall provide the following equipment. The probe card must be compatible with Cascade Microtech RPP305 Micromanipulator Arms, Cascade Summit 12000 AP Probe Station, and Keithley 4200 Semiconductor Characterization System.

a. The Invoicing, Receipt, Acceptance and Property Transfer (iRAPT) system via Wide Area Workflow

(WAWF) is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

b. To access iRAPT, the Contractor shall—

i) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

ii) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

c. WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based

Training Course and use the Practice Training Site before submitting payment requests through iRAPT.

Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/

d. WAWF methods of document submission. Document submissions may be via web entry, Electronic Data

Interchange, or File Transfer Protocol.

e. The Contractor shall submit Item Unique Identification IUID data “as part of the Material Inspection and

Receiving Report” (as required by DFARS 252.211-7003) on delivered end items during the acceptance process.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (MAR 2015)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.

(a) Definitions. As used in this provision --

“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.
