1.0 Background.
The Joint IED Defeat Organization (JIEDDO) is the Department of Defense (DoD) lead for countering the threat imposed by improvised explosive devices by rapidly acquiring and fielding counter-IED equipment, technologies, and systems to the warfighter. Evaluation authority was established through 2000.19E to coordinate and synchronize all Joint IED Defeat test and evaluation (T&E) events within the DoD and assists the Military Departments to maximize utility and decrease redundancy in testing of Joint IED Defeat initiatives.
1.1 Joint IED Defeat Organization Developmental Evaluation Division (JIEDDO DED). JIEDDO DED enables the execution of Joint IED Capability Approval and Acquisition Management Process (JCAAMP) so that JIEDDO can rapidly acquire counter-IED capabilities in support of combatant commanders within acceptable parameters of Schedule, Performance, and Cost. JIEDDO DED coordinates and synchronizes all Test & Evaluation (T&E) activities and resources to ensure all Counter-IED (C-IED) equipment and systems are sufficiently tested and evaluated; aiding informed decision-making by the Government in fielding the equipment to the warfighter in Overseas Contingency Operations (OCO). JIEDDO DED manages all test support for JIEDDO’s counter-IED programs and initiatives.
2.0 SCOPE & OBJECTIVES

1. Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website);
1. Presence of deployment or contingency contract language;
1. Number of contractor and sub-contractor employees deployed in theater this reporting period (by country).
As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending 30 September of each government fiscal year and must be reported by 31 October of each calendar year. If contract performance is completed before 30 September, the data can be entered upon contract completion rather than waiting for the end of the fiscal year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractor’s systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site.* *For in-theater contracts, requiring activities have the option of requiring more frequent reporting.
USES AND SAFEGUARDING OF INFORMATION. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public.
SUBCONTRACT DATA. The contractor shall ensure that all reportable subcontract data is reported in a timely manner to this data collection web site (citing this contract/order number). At the discretion of the prime contractor, this reporting may be done directly by subcontractors to the data collection site; or by the prime contractor after consolidating and rationalizing all significant data from the subcontractors.
REPORTING FLEXIBILITY. Contractors are required to communicate with the Help Desk identified at the data collection web site to resolve reporting difficulties. The preferred methods are through email and by phone.
13.0 TRAVEL. Travel will be reimbursed IAW the applicable Joint Travel Regulations (JTR) and FAR 31.205-46 (a) (2). Contractor personnel may be required to conduct travel CONUS for temporary duty in support of performance of their duties. The COR may change or cancel a schedule trip on short notice. A Trip Report (see Attachment A) will be submitted to the COR within 3 days of completion of travel. Location, number and destination of trips are unknown at this time.

ATTACHMENT 2: PERFORMANCE REQUIREMENTS SUMMARY (PRS)
(See Section 3 and 5 of the PWS for more information)
1. Overview. This PRS summary identifies critical success factors for the contract. It identifies both the performance objectives for those factors and the performance threshold required for each performance objective. The Government reserves the right to monitor all services called for in the contract to determine whether or not the performance objectives were met.
1.1 The PRS lists the performance objectives for the required service that the Government will monitor.
1.2 The absence of any contract requirement from the PRS shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the task order.
1.3 The PRS will be used as the baseline to develop a QASP. The QASP will identify the surveillance methods the Government will use to evaluate the Contractor’s performance.
1.4 Methods of surveillance can change after contract award based on, but not limited to:
· Acceptance of a Contractor QC plan, and
· Contractor performance.
2. Performance Evaluation. Performance of a service will be evaluated to determine whether or not it meets the performance threshold. Re-performance is the preferred method of correcting any unacceptable performance. The Contractor shall provide the COR a written response why the performance threshold was not met, how performance will be returned to acceptable levels, and how recurrence of the cause will be prevented in the future.

ATTACHMENT 3: LEVEL OF EFFORT SUMMARY (LOE)
1. Overview. This LOE summary identifies critical metrics for the contract. These are typical metrics for what the contractor will need to accomplish to provide data for evaluation of contractor performance. The Government reserves the right to monitor all services called for in the contract to determine whether or not the performance metrics were met.
1.1 The LOE lists the performance objectives for the required service that the Government will monitor.
1.2 The absence of any contract requirement from the LOE shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the task order.
1.3 The LOE will be used as the baseline to develop a QASP. The QASP will identify the surveillance methods the Government will use to evaluate the Contractor’s performance.
1.4 Methods of surveillance can change after contract award based on, but not limited to:
· Acceptance of a Contractor QC plan, and
· Contractor performance.
2. Metrics Evaluation. The Level of Effort will be used to inform the contractor the quantities of services which will be supplied. Evaluation within the context of JIEDDO op tempo will be performed and continuously negotiated metrics is the preferred method of ensuring contractor performance. If the contractor is not achieving the metrics, the Contractor shall provide the COR a written response why the metrics were not met, how the metrics will be attained, and how recurrence of the cause will be prevented in the future.
