RFP HQ0682-13-R-0006 Questions and Answers:
1. Q - The Buy American Act provisions are not checked as being incorporated by reference. Please confirm whether there is a Buy American Act requirement inherent in this procurement?
A – FAR Clause 52.225-1 Buy American Act - Supplies has been marked and posted to FBO as Amendment 3.
2. Q - Page 3 of 56 - Specification for ULRR -- In weight chapter it seems like there is a mistake in the numbers: it says: “Platform weight threshold at 15 lbs, arm at 7.5 lbs and operator control unit (OCU) at 7 lbs or less.” The total of the above is 29.5 lbs. In the next line it says that the total cumulative weight of the chassis, manipulator arm and OCU with batteries must not exceed 29.5 lbs.
A - The threshold is not to exceed (NTE) 26lbs. The breakout weights referenced were for information purposes only. Any combination of weighted items should not exceed 26lbs.
3. Q - Page 4 of 56 – 52.211-9 Desired and Required Time of Delivery (Jun 1997) – In the table of the Desired Delivery Schedule – it appears like there is a mistake in the delivery dates - the second and third batches of delivery required to be delivered in 30 days ARO; we think it needs to be: "After the last delivery." Please confirm.
A - The information is correct as stated. To clarify see solicitation changes (Amendment 3).
4. Q - I have a question regarding chapter 52.212-1 - Instructions to offerors: My question is regarding the way we need to submit the documents - we want to put most of the proposal in one document (one PDF file) and the technical proposal (chapter 3) will be part of it. I want to make sure that its ok because this part is limited to 10 pages and this is what we did but its part of a bigger file - much more than ten pages. Is it Ok that the chapter that detailed the technical proposal will be 10 pages but it will be part of a much bigger file (more than ten)??
A - No changes to the submission specified in FAR Clause 52.212-1 is acceptable. Proposals are to be submitted based on solicitation.
