Questions:
1) How long is the period of performance ? and when will it start ?
Response: period of performance is for one year, with option years.
2) The task seem large, how many professionals do you anticipate will be needed for the contract ? or how many hours / year ?
Response: We envision a support team of 3-4 for MIC, and 3-8 for CPI depending on complexity of the tasks and support.
3) Are there any existing certified Lean Six Sigma Green or Black Belts ?
Response: JIEDDO has two Government Civilians certified as Black Belts. Current support is with two Master Black Belts and several green belts.
4) Where is JIEDDO on their Continuous Process Improvement (CPI) journey ? or when did they start ?
Response: JIEDDO’s CPI program was established in its current alignment about 12 months ago.
5) I understand that the place of performance is Arlington, VA. Will there be any travel required ? If so, what percentage ?
Response: Travel could occur to JIEDDO organizations at Ft Irwin, or locally in Northern Virginia. Travel is estimated between 5-10%, 5% more probable.
6) When do you anticipate the solicitation be released ?
Response: TBD
7) Please clarify where the responsibility for Metrics will reside (MIC: Task 1.5, 1.6; or CPI: Task 2.7), as well as the scope of the Metrics responsibilities.
Response: metrics to support the MIC program performance and outputs will reside with the MIC element. Metrics to support other elements in JIEDDO will reside with the respective lead element. CPI is used to teach, train, and assist with level support commensurate with complexity/maturity of element requiring support.
8) The lead-in paragraphs for Task 1 indicate the metrics responsibilities pertain to the MIC Program, but the sub-tasks refer to metrics development and maintenance for the entire organization.
Response: see response for question 7.
9) Also the lead-in paragraphs for Task 2 indicate the metrics responsibilities pertain to the goals and objectives of the CPI Program, but sub-task 2.7 indicates metrics for all JIEDDO processes.
Response: see response for question 7
10) Do brochures, tri-folds and other materials count against the 25 page count limit?
Response: No, within reason.
11) Is this a follow on requirement, if so could you please provide me incumbent name and contract:
