About this file
This document is a Sources Sought notice for a federal contract opportunity from the Defense Media Activity (DMA) for a next-generation Digital Video Broadcast-Satellite (DVB-S2x) Satellite encoding and encryption system to support the American Forces Network (AFN) broadcast mission.
The key details are: DMA is seeking information from industry to assist with the development and planning of this potential new requirement. The system must include components for encoding, compression, multiplexing, encryption, and conditional access for multiple channels of HD video, SD video, and digital audio. The solution must provide four, Multi-Program Transport Streams (MPTS) and accept SCTE messaging. The contractor must also provide a compatible set-top box, subscriber management system, and secure reliable transport (SRT) gateway. The response deadline is March 29, 2024, and DMA may meet with respondents for one-on-one discussions. This is not a solicitation, and the government is under no obligation to provide feedback or award a contract.

# Reference Question/Comment GOVERNMENT RESPONSES
In this RFI, encoding and distribution are mentioned. Nothing about transmission. Are DVB S2X modulators required?
Modulators are not required. The transport stream is transmitted terrestrially to a satellite uplink provider and to a CDN for VOD streaming. The equipment feeding these require MPTS over IP for one and ASI for the other type.
Regarding the ST 2110 input seamless redundancy. Do you expect the encoder to perform it or have a dedicated switch to output the best feed to the encoder?
We would expect the encoder or the at least an input to the encoding system to be SMPTE 2022-7 capable.
Suggestions for other possibilities are welcome. We can provide 2110 or 2022-6 over a red/blue networks.
Are you expecting a seamless IP/ASI redundancy switch between the encoder output and the distribution?
Yes
SCTE 35 is required in this RFI. Is there any intent to do content replacement and Ad insertion further down the chain?
Yes, the embedded SCTE-35 is used for Ad insertion on our VOD streaming platform. We will provide up to two contact closures per television service for generating the SCTE-35.
There is not mention of monitoring solution to check for error in either
2110, IP, ASI, SCTE 35 or quality of experience ( video freeze, macroblocking etc). Is this out of this scope ?
The Government intends for the contractors to provide a solution for analyzing the transport streams in the system at any points deemed necessary be it pre & post mux, primary chain vs secondary chain, & return transport streams for each of the 4 regional networks.
Would Government allow an additional week for the Digital Video Broadcast - Satellite, Generation 2x (DVB-S2x) sources sought response, adjusting the response date from 3/29/24 to 4/5/2024?
We can extend until Monday, April 1, 2024, but no further.
