Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of the proposal. The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of this solicitation. Each page shall be counted except the following: Cover pages, tables of contents, glossaries, tabs, generic resumes (if provided), executive summaries, and organizational and consultant conflicts of interest mitigation plans.

The technical volume of the proposal is to be submitted as a Microsoft Word 2007 or later or PDF document.
Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall also apply to responses to ENs. All volumes of the proposal must be submitted as a Microsoft Word 2007 (or later) or PDF document. Cost and pricing information shall be submitted in accordance with paragraph 6.2- Volume Organization.
Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. 2.2.4 Cross-Referencing
To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal.
Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.
2.2.5 Indexing
Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.

The salient features should tie in with Section M evaluation factors/subfactors. Define direct lines of control, responsibility, functional relationships, and authority among the organizational elements, including proposed teaming partners, joint ventures and/or significant subcontractors’ arrangements. Any summary material presented here shall not be considered as meeting the requirements for any portions of other volumes of the proposal.
3.2 Table of Contents
Include a master table of contents of the entire proposal.
3.3 Glossary of Abbreviations and Acronyms
4.0 Volume II – Technical/Management Volume –Factor 1
The technical/management proposal shall not include price information, classified information, or “For Official Use Only” information.
4.1 General
The Technical/Management Volume should be specific and complete. Your responses will be evaluated against the technical/management subfactors defined in Section M, Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible the actual methodology you would use for accomplishing/satisfying these subfactors. All the requirements specified in the solicitation are mandatory. To be eligible for award, the offeror’s proposal shall sufficiently address all aspects of the PWS. Offerors shall assume the Government has no prior knowledge of their facilities and capabilities and will base its evaluation on the information presented in the offeror's proposal. The offeror's proposal must include all data and information requested by the RFP and must be submitted in accordance with these instructions.
4.2 Format and Specific Content
4.2.1 Technical/Management
In the Technical/Management volume, address your proposed approach to meeting or exceeding the minimum performance or capability requirements of each technical/management subfactor, as well as the risks in your proposed approach in terms of technical/performance, cost, and/or schedule.
A concise and comprehensive proposal is desired. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. Statements such as “will comply”, or “noted and understood” without supporting narrative to define compliance are not acceptable. Cursory responses or responses which merely reiterate or reformulate solicitation language will not be considered as satisfying the requirements of the RFP or as demonstrating the ability to perform. Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary.
4.2.2 Volume Organization
The Technical/Management volume shall be organized according to the following general outline:
Part A - Subfactor 1: PWS Task 6.7, Infrastructure Operations and Program Management. The contractor shall demonstrate an approach to fully meet or exceed PWS Task 6.7. Specifically, the contractor shall manage the overall Information Technology infrastructure to ensure all hosted websites are operational at all times.
Part B - Subfactor 2: PWS Task 6.8, Software Development and Program Management. The contractor shall demonstrate an approach to fully meet or exceed PWS Task 6.8. Specifically, the contractor shall provide an experienced and fully functioning software management team to provide software development and management support for DMA Web Enterprise Business owned, used, and supported content management system software and products using industry best practices.
Part C - Subfactor 3: PWS Task 6.12, Service Desk Support. The contractor shall demonstrate an approach to fully meet or exceed PWS Task 6.12. Specifically, the contractor shall provide a service desk that is the single point of contact (SPOC) to answer DMA-Web Enterprise Business (DMA-Web.mil) incidents for approximately 9,000 internal end-users
5.0 Volume III - Past Performance
Each offeror shall submit a past performance volume with its proposal, containing past performance information in accordance with the format contained in Attachment L-1, Past Performance Information. Past performance is not an evaluation factor, but shall be used in determining contractor responsibility in accordance with FAR 9.104.
5.1 Organizational Structure Change History
Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this procurement.
To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. A pamphlet or other commercial document describing such reorganizations may suffice. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/confidence assessment. Since the Government intends to consider past performance information provided by other sources as well as that provided by the offerors, your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
6.0 Volume IV - Small Business Participation Factor 2
All offerors, including small business, that submit proposals as a prime contractor are required to propose on the extent of their inclusion of small businesses in the performance of the contract, including: small business, small disadvantaged business, women-owned small business, HUBZone small business, and service-disabled veteran-owned small business. The Government’s assessment of small business participation and commitment will be measured to determine if small business participation is maximized where applicable. Small business participation is a separate and distinctly different requirement from the FAR 19.704 requirement for the Contracting Officer to review and accept an offeror‘s subcontracting plan. The small business participation plan is an actual commitment document that addresses the extent of small business utilization in the performance of a contract as outlined in DFARS 215.304(c)(i). The small business participation plan outlines the "specifics" or the "how" or the "details" of the offeror’s firm intentions to maximize the utilization of small businesses within this acquisition.
The offeror shall articulate small business contributions to contract performance at the prime contract through first tier subcontract levels. Second and third tier small business subcontractors will not be considered towards the total small business participation percentage.
All offerors, including small businesses and those who are DoD Comprehensive Test Program participants, shall submit a small business participation plan as a part of their proposal. The final small business participation plan will be monitored as a measure of contract compliance in accordance with Section G. The final small business participation plan will be incorporated at contract award within Section J.
Offerors shall address the below elements in their small business participation plan and must demonstrate their proposed approach as to how they will meet all stated small business participation requirements for this contract.
The Small Business Participation Plan shall not reference the Subcontracting Plan (if required) or any other volume for information; all information required within the Small Business Participation Plan must be contained within this document. The offeror’s proposed small business participation plan shall address the following elements:
1. The extent of participation of small business firms (including those in socioeconomic categories as defined in FAR Part 19) in terms of the percentage of the total labor value. The Government will evaluate the extent to which the offeror meets the small business participation minimum objectives. The small business participation minimum objectives for this contract are:
Small Business: 20% of the total labor value Small Disadvantaged Business -% of the total labor value Women-Owned Small Business -% of the total labor value Service Disabled Veteran Owned Small Business -% of the total labor value Historically Underutilized Business Zone -% of the total labor value
The Government must be able to verify that each percentage is based on the total labor value. The percentage of work performed by small businesses that qualify in multiple socioeconomic categories may be counted in each category. Also, this information shall be provided for each period of performance of the contract (separately for the base and each option period). Detailed explanations shall be provided when the offeror’s percentages do not meet the small business participation minimum objective listed within the solicitation.
2. Small business participation planned for this acquisition: Identification by name, type of business, products/services, dollar value, percent of estimated total labor value, timeframe, and nature of commitment of the small business utilization planned for this acquisition as outlined in Table 2. Table 2 should be incorporated into the small business participation plan.
Table 2 - Small Business Participation Table
Name of Company
Type of Business
Type of products or services
Subcontract Type
Total Labor Dollars
Percent (%) of Estimated Total Labor Dollars
Timeframe
Nature of commitment
Note: The percentages and dollar values shall be achievable for the procurement. For Other-Than-Small Businesses only: The dollar value commitments for small business participation presented in the Small Business Participation Plan shall be consistent with the dollar values presented for small business participation in your individual subcontracting plan.
1. Description of the complexity and variety of work small business are to perform under this contract, as well as a description of the type of agreements and/or commitments (this includes purchase orders, teaming agreements, or letters of commitment, etc.) to use small business firms under the contract.
2. Description of specific initiatives and strategies that will be used under the contract to enhance small business utilization and capabilities.
3. Description of the process used to ensure proper flow down of requirements, process management, and performance assessments of small business utilization at the first tier.
4. Description of the methodology used to arrive at the proposed participation percentages, if different from the minimum objective.
A subcontracting plan is required (FAR 52.219-9) for Other than U.S. Small Businesses only (i.e. Large Businesses). ONLY OTHER THAN U.S. SMALL BUSINESS OFFERORS ARE REQUIRED TO SUBMIT A SUBCONTRACTING PLAN. Offerors are required to submit either an individual subcontracting plan, an approved commercial plan, or a negotiated DoD Comprehensive Test Program subcontracting plan.
The subcontracting plan is the organization’s business plan for the inclusion of small businesses within their capture/contracting processes. An individual subcontracting plan highlights the general “potential” for subcontracting opportunities within a specific procurement. The contract awardee has the “life of the contract” to make a “good faith effort” to ensure that subcontracted dollars will go to small businesses. Although distinct and different from each other, the small business participation plan is complementary to a subcontracting plan. Subcontracting plans shall reflect and be consistent with the commitments presented in the small business participation plan.
Other than U.S. Small Business Offerors (i.e., Large Businesses) must submit a subcontracting plan that meets the requirements of FAR 19.704, FAR Clause 52.219-9 (Alternates and Deviations) and DFARS 252.219-7003 (or DFARS 252.219- 7004 if the Offeror has a DoD Comprehensive Test Program subcontracting plan).
The contracting officer will review subcontracting plans on an acceptable or unacceptable basis for compliance with FAR 19.704, FAR Clause 52.219-9 (Alternates and Deviations), and the applicable DFARS clause. A subcontracting plan is unacceptable if it does not clearly meet the requirements of FAR 19.704, FAR Clause 52.219-9 (Alternates and Deviations) and DFARS 252.219-7003 (or DFARS 252.219- 7004 if the Offeror has a DoD Comprehensive Test Program subcontracting plan). Subcontracting plans will only be reviewed for acceptability for those Offeror(s) deemed to be an apparent awardee(s).
The subcontracting plan shall be included in the offer, and the approved subcontracting plan shall be incorporated into the contract under Section J.
The Small Business Participation Plan and Subcontracting Plans (if applicable) will be evaluated as acceptable or unacceptable.
7.0 Volume V - Cost/Price Factor 3
The offeror's cost/price proposal will be evaluated, using one or more of the techniques defined in FAR 15.404, in order to determine if it is reasonable and complete; a color rating is not assigned to the cost/price factor.
7.1 General Instructions
7.1.1 Price Reasonableness and Completeness.
This section is to assist in submitting information that is required to evaluate the reasonableness and completeness of the proposed price. The Government will verify that all solicitation requirements have been priced, figures are correctly calculated, and prices are presented in a clear and useful format. Note that unreasonably high proposed prices, initially or subsequently, may be grounds for eliminating a proposal from competition.
7.1.2 Price Information
Pricing submitted for the base period and all option periods, including option pricing for an additional six-month period that may be authorized IAW FAR 52.217-8 "Option to Extend Services" will be evaluated. See FAR 52.217- 8 which authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract. The pricing proposal should include separate line items by CLIN for the additional six-month period IAW FAR 52.217-8. These prices shall be identical to the proposed pricing in the six months prior to expiration of the base period, or the final option period. The total evaluated price will consist of the proposed price for the base period, all option periods, and the option pricing for the additional 6-month period.
7.1.3. Cost/Price Information.
Information beyond that required by this instruction shall not be submitted, unless considered essential to document or support the cost/price position. All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.
The cost/price proposal shall be a separate document from the technical proposal. Unsanitized cost/price proposals are required to be submitted using the Microsoft Excel-based Cost/Price Template provided in the RFP Section L Attachment L-2. The cost/price proposal shall include all formulas. The cost/price proposal shall allow the Government to be able to track costs from Summary tab to the appropriate proposed item/service. The cost proposal should include a separate line item for the additional 6-month period IAW FAR 52.217-8. These prices shall be identical to the quoted pricing in the 6 months prior to expiration of the base period, or the final option period.
Offerors should ensure cost/price proposal includes detailed information regarding the resources required to accomplish the task/subtask (e.g., labor categories, labor hours, number of employees for each labor category, rates, travel, incidental equipment, etc.).
Travel/Other Direct Costs (ODC): Due to the probable inability of any Offeror to accurately estimate travel, material/equipment purchases, etc. associated with this requirement, the Government is providing plug numbers, inclusive of all direct costs and indirect rate burdens, to be used by all Offerors when proposing Travel and ODCs.
Plug numbers are provided in the Microsoft Excel-based Cost/Price Template provided in the RFP Section L Attachment L-2.
The eventual awardee will be authorized to invoice monthly for all approved travel costs incurred and approved by the COR.
