Justification for Other Than Full and Open Competition For DSLR 2012 Project PR# HQ0516-2194-0002-000
1. Identification of the Agency and Contracting Activity. Defense Media Activity, Contracting Office, East
2. Nature and/or description of the Action being approved. Approval to issue a contract for brand name equipment with the purpose of providing Nikon HDSLR Camera bodies, lenses, associated DSLR camera equipment and accessories, and Nikon waterproof digital cameras to fulfill the DMA production requirement to field HD mobile media equipment for capturing mission critical and command events for HD production. The equipment requested is to provide life-cycle replacement of Nikon DSLR cameras and associated equipment with standardized Nikon HD DSLR Cameras, Nikon Nikkor Lenses, Nikon Waterproof Camera, and Camera Mobile Media Equipment to outfit DMA HQ, AFRTS, and DMA Worldwide Production facilities. These facilities require up-to-date photography equipment and accessories for use during contingency and mission critical operations.

The vendor shall provide 36 Nikon D800 Camera Bodies and 10 Nikon D4 Camera Bodies with model specific batteries and chargers, multi-card readers, Compact Flash Memory Cards, Memory Cards, model specific multifunction remote, model specific Speedlight i-TTL shoe mount flash, model specific wireless Speedlight commander unit, model specific TTL Off-Camera Shoe cords, model specific tripod plates and tripods, HDSLR Camera Backpacks, HDSLR equipment bags, and model specific wireless transmitters; 46 Camera Lens Kits to include Nikkor 70-200mm f/2.8 VRII Lens, Nikkor 24-70mm f/2.8 Lens, and Nikkor 14-24mm f/2.8 Lens; 2 Telephoto Lens Kits to include Nikkor AF-S 200-400 f/4 ED VR II Lens, Nikkor AF-S 400 f/2.8 ED VR Lens, Nikkor AF-S 600 f/4 ED VR Lens, Nikkor AF-S 200 f/2 ED VR II Lens, and Nikon SB-910 AF Speedlight i-TTL Shoe Mount Flash; 22 Camera Mobile Media kits; 18 Nikon Coolpix AW100 Waterproof Digital Cameras with model specific batteries and chargers, Class 10 SDHC Memory cards, and camera pouch. Estimated cost of this action $628,000.
4. Statutory authority permitting other than full and open competition. 10 U.S.C.Section 2304(c)(1), Only one responsible source or only a limited number of responsible sources will satisfy the needs of the agency (FAR 6.302-1).
5. Demonstration that the nature of the acquisition requires the use of the authority cited.
All of the brand name equipment identified has been engineered and is interoperable with existing equipment and software at DMA HQ Fort Meade, AFRTS, and DMA Worldwide production centers and stations. The industry and the aforementioned agencies are undergoing a major transition from Standard Digital to High Definition. Purchasing the subject brand name equipment will ensure the consistent lifecycle replacement of Nikon DSLR Cameras, lenses and camera mobile accessories.
Logistics: From a logistics and training standpoint it is more efficient to maintain and support one series of parts rather than parts from multiple manufacturers. Having like equipment ensures that missions are not impacted by the lack of being able to use spare items within the unit inventory. Consolidation of the equipment inventories from the various activities to DMA show that approximately $1.5 million have already been invested on Nikon DSLR cameras and accessories. Compatibility is a key component ensuring ease of system integration and support and minimizing training and technical support requirements.
The DMA Integrated Logistics Support analysis indicates integrating another camera would increase training costs by an average of $9,500.00 annually per each of the 10 major affiliates.
This makes the estimated costs for training over the 5 year lifecycle of the camera, $475K.
Past Performance: DMA’s past experience with the Nikon cameras and accessories shows they are consistently of high quality and workmanship. They have also proved to be extremely reliable and rugged in the various climates and extreme conditions under which they are used.
6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. In accordance with FAR 5.101(a)(1), a notice of intent to issue a contract for the brand name items will be published on the Federal Business Opportunities website. All vendor responses to the notice received within the time limit will be considered. Survey of GSA Advantage indicates that a very limited number of sellers are available, none of which can provide GSA Schedule pricing on all listed items. Posting on FBO will increase the available vendor base for the solicitation.
7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: Based on past history, market research and competition between dealers, the anticipated price will be fair and reasonable.
8.Description of the market research conducted and results or a statement of the reasons market research was not conducted. Online market researchof GSA Advantage and online vendors conducted by DMA-TS demonstrated that few if any vendors resell all of the listed products.
9. Any other facts supporting the issue of other than full and open competition: A limited number of vendors are available because of the specificity of Production HDSLR cameras and support equipment.
10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.None
11. Statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services. Market research will continue to use online sources, trade shows & trade publications to ensure that items are available through a larger market base. Also, to verify when more items that fit the salient characteristics required are available. Due to the nature of the equipment, it may always be limited by the suppliers available.
12. Technical Certification: I certify that the data under my cognizance, which are included in this justification, is accurate and complete to the best of my knowledge and belief.
