4. Statutory authority permitting other than full and open competition. 10 U.S.C. Section 2304(c) (1), only one responsible source or only a limited number of responsible sources will satisfy the needs of the agency (FAR 6.302-1).

5. Demonstration that the nature of the acquisition requires the use of the authority cited.

In FY’02, NAVAIR designed and built production vehicles for the purpose of having a portable platform to gather and produce live and recorded news in the field. In FY’10, after the final consolidation that led to the opening of HQ, DMA, Fort Meade, some of these vehicles were turned over to DMA. DMA is seeking to upgrade its production vehicles. The production vehicle must be able to seamlessly interface and communicate with the existing systems at DMA. This product provides the staff the ability to have a similar platform installed at DMA Headquarters. This product is critical in upgrading DMA’s production vehicles from standard definition to high definition capability. Similar platforms would negate the need to retrain DMA staff and smoother interaction between DMA Headquarters and production vehicles.

The XDCAM format is exclusive to Sony video products and is the video standard that has been adopted by DMA for implementation throughout the DMA headquarters facility, overseas networks and remote production vehicles. Procurement of these format specific video systems will ensure that products produced in the remote production vehicles will integrate with similar systems currently in use throughout the DMA HQs facility. DMA has invested millions of dollars in the new FGGM facility which was designed as a 100% high definition plant. Sony’s XDCAM format is, and will continue to be, an integral part of this new HD facility.

The Sony Professional HD PDWF 800 XDCAM camera systems will replace the older analog cameras assigned to the remote production vehicles. The existing camera systems have reached, and, in some cases, exceeded their life cycle replacement dates. The camera systems are one part of a larger Tech Services HD Upgrade project that will upgrade all the major equipment systems in the remote production vehicles that will bring these vehicles in line with the new national high definition broadcast standard.

6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. In accordance with FAR 5.101(a) (1), a notice of intent to issue a contract for the Satellite Truck HD Upgrade - Cameras will be published on the Federal Business Opportunities website. All vendor responses to the notice received, within the time limit, will be considered.

7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: There are numerous vendors able to provide the products required. Therefore, it is anticipated that there will be competitive pricing received for this requirement.

8. Description of the market research conducted and results or a statement of the reasons market research was not conducted. The majority of the market research performed by DMA-TS was performed on the Internet. This research revealed multiple vendors can provide the required brand named equipment.

9. Any other facts supporting the use of other than full and open competition:

The systems must be able to achieve and maintain 100% file compatibility with all of the systems and subsystems that DMA deploys around INCONUS. Changing or phasing out one system without the other breaks the communication chain and reduces mission capability. Training modules would have to be rewritten and all DMA staff would have to be retrained on using a new platform.

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition. None.

11. Statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services. DMA will continually monitor the market for developments that could overcome barriers to competition. Among these continuing activities, DMA will conduct research of new emerging technology and manufactures through technical seminars and industry technical conferences. Through this research DMA evaluates alternate sources that can provide software/hardware solutions that can fulfill the mission at a greater value and savings to the command.
