3 Would the Government please clarify if this is the follow-on to the DIMOC Visual Imagery Services contract? Would the Government also please clarify the change in NAICS Code from 512191 Teleproduction and Other Postproduction

Response: Yes, This is a follow on contract. The NAICS code is 519120.

25-27 Would the Government please clarify if the estimated workload data is based upon historical workload data or if it represents the workload anticipated for new requirements for the upcoming contract?
Response: The workload data is historical with the exception of the first two performance periods which anticipate additional work to process clearing the Automated Storage and Retrieval System contents.

In the instructions to the Cost/Price Volume on pages 45-46, it states “Offerors may use Exhibit 3 – Estimated
Workload Data (see PWS) in constructing their labor categories and labor allocation; however, it is not required.
Irrespective of what labor categories or labor allocation the offeror chooses to utilize, the Cost/Price spreadsheet shall provide labor categories/personnel according to the Labor Category Task Level…”
If the Government is permitting the submission of labor categories and labor allocation that deviates from the data in
Exhibit 3, would the Government please provide work volume estimates for Offerors to use?
Response: The work varies based on type and condition of media, and whether is it physical, digitized or born digital.
Offeror’s must use their sound business judgement when determining what labor categories and allocation to utilize.
No additional work volumes will be provided.

1. General
Instructions
38-39 To give Government past performance references time to complete the questionnaires, would the Government please consider extending the proposal due date by two weeks?
Response: The government will not be extending the RFP by two weeks. See updated RFP.
5 Solicitation 3. Key Personnel 42 Section 3. Key Personnel lists the following as key personnel:
Lead Caption Editor
Lead Media Researcher
Lead Media Specialist
ASRS Maintenance Specialist
Program Manager
However, these positions do not appear in Exhibit 3 – Estimated Workload Data. Instead, similar positions are listed with noted banding:
Lead Caption Editor III
Lead Media Researcher III
Lead Media Records Technician II
ASRS Maintenance Technician III
Project Manager
Would the Government please clarify the Key Personnel positions?
Response: These positions reflect the major performance areas and indicate lead positions for each, if used. If not used proposal should explain how lead functions will be accomplished.
6 Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number HQ051620R0045 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement? If possible, can you please provide the most recent contract or task order number?
Response: This is a follow on contract to HQ0516-15-C-0011
7 Page 64, 52.217-9 (c) states, "The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months”, whereas other areas of the solicitation indicate that we should include pricing for a 6 month extension period, which would total 66 months. Can you please clarify whether we should include the 6 months extension in our costs?
Response: The potential six month extension is a standard clause should unusual and unforseen require continued performance. Pricing for the FAR 52.217-8 clause is required. Please review the RFP and respond accordingly.
8 Should we provide a signed DD1149, Continuation Page, and a populated CLIN Schedule with our proposal?
If so, what volume should this be included in and does it count towards the page count?
Response: Please review the RFP carefully and respond accordingly. Pricing extracted from the excel spreadsheet will be used to populate the CLINs outlined in the RFP.
9 Is this contract subject to a Wage Determination?
Response: Yes
10 Also for your awareness, it appears that the following CLINs have minor discrepancies:
CLIN 3002 should be Cost vs. FFP, blank quantity vs. 12, and Lot vs. Months.
CLIN 4002 should be Months vs. Lot.
Response: This error has beeen corrected. Please review the updated RFP.
