Does not Meet

Must provide detailed description of specific items.

• The contractor shall install two (2ea) fully functional motorized 4.8m RX C/Ku-band Antenna Systems defined in CLIN 0001, a 7.3m TX/RX Ku-band Antenna System defined in CLIN 0002 and remove existing 3.7m Antenna system and install a fully functional motorized 3.7m TX/RX Ku-band Antenna System defined in CLIN 0003

• The contractor shall install all necessary cabling from the dish to the pull boxes and from the pull boxes to the associated equipment racks in the main antenna building through the existing conduit.

RESPONSES TO QUESTIONS

1. Will there be a CLIN to provide for a site survey for the civil works and specific locations?

Answer: No.

2. Can we bid other antenna manufacturer as an option?

Answer: There is no brand name requirement, however, the type of satellite dish must be Cassegrain.

3. Is there any G/T and EIRP Specifications?

Answer: Not to exceed the FCC Regulations.

4. Are any security clearances to go to site?

Answer: No security clearance required to visit site, only valid ID’s required.

5. Where are Ku band HPAs located? How far from the antenna? Is there a building or a shelter to install the HPAs or shall we build a frame with rain shield at the base of the antenna to mount the HPAs?

Answer: There is a shelter to house the equipment in. Depending on the Antenna the longest run to the shelter is no more than 1000’.

6. Does the contractor build the antenna foundations and install the conduit from the building to the antennas?

Answer: The contractor is responsible for the antenna foundation and conduit to the conduit boxes. There are conduit boxes that have the conduit ran to the building (each site has a box for power and a box for control).

7. Will the government provide an electrician to run the AC power?

Answer: Once the power cables are ran to the building the electricians on staff will connect to the circuit box for power. (we will need the power requirement prior to install to ensure the proper breakers are on hand)

8. Is there a dock to off load the antennas?

Answer: No, the antenna will be delivered to the satellite facility on Rock Ave, Ft. Meade, MD.

9. It is not clear whether the selected vendor is providing the civil works for the foundations and cable conveyance (conduits/cable tray) or if DMA is providing them. We understand that DMA are asking for the foundation hardware and grounding kits.

Answer: The contractor will be responsible for the foundation and the contractor shall install all necessary cabling from the dish to the pull boxes and from the pull boxes to the associated equipment racks in the main antenna building through the existing conduit.

10. There is no mention of the Governments expectations for testing the new systems. With new antennas and associated electronics we would expect both unit and system tests to be performed. We would like to understand what DMA expects for testing and performance to accept the system post installation.

Answer: For uplink dishes, a good test would consist of being able to successfully transmit a HD video signal. For Downlink dishes, a good test would consist of being able to successfully downlink a HD video signal For all steerable dishes, a good test would consist of being able to acquire all satellites in the orbital slots requested by the customer. For all heater systems, a good test would consist of heaters being turned on when sensor detects moisture and when temperature drops below 34 degrees

11. For the RANGER Neo which one of these three options are required?-RANGER Neo Lite ATSC, Multifunction TV & Satellite Analyser-RANGER Neo +ATSC, Advanced Multifunction TV & Satellite Analyser-RANGER Neo 2ATSC, Professional TV & Satellite Analyzer

Answer: RANGER Neo Lite ATSC, Multifunction TV & Satellite Analyser

12. For the SED Decimator D3 should it be configured with 4 ports active or all 8 ports active?

What type and impedience Input and Output connectors are required? F-type, BNC or SMA? 50 Ohm or 75 Ohm?

Answer: 8 ports active – 75 Ohm

13. What extent of civil works is required by the bidder? (pour pad, trench, conduit, etc?)

Answer: ALL

14. Where is the power source/IFL termination location?

Answer: On the satellite main building

15. Is the expectation for the vendor to make building entry penetrations?

Answer: No

16. Is the government providing an electrical disconnect switch on the side of the building?

Answer: The government will provide circuit breakers in the main power boxes with the necessary amperage once contract finalized

17. Are permits required?

Answer: No

18. Are racks available or should the vendor provide them?

Answer: Rack space will be provided in the main shelter

19. Who installs the equipment in the rack(s)?

Answer: Contractor

20. What power is available at the racks? (Volts/Amps) Answer: Standard volts and amp

21. Are they any restriction on the Antenna manufacturer country of origin?

Answer: Only from designated countries. See FAR 25.1 Buy America-Supplies

“Designated country” means any of the following countries:

(1) A World Trade Organization Government Procurement Agreement (WTO GPA) country (Armenia, Aruba, Austria, Belgium, Bulgaria, Canada, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hong Kong, Hungary, Iceland, Ireland, Israel, Italy, Japan, Korea (Republic of), Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Moldova, Montenegro, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Singapore, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Taiwan (known in the World Trade Organization as “the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei)”), Ukraine, or United Kingdom);

22. Would it be possible to bid a non US manufacturer if we supply all US Made antenna electronics?

Answer: The Buy American statute restricts the purchase of supplies that are not domestic end products.

For manufactured end products, the Buy American statute uses a two-part test to define a domestic end product. The article must be manufactured in the United States; and the cost of domestic components must exceed 50 percent of the cost of all the components.

23. Are there any countries we cannot use?

Answer: Please see Question 21. These are the only designated countries.

25. Will Government provide the desired specifications for the UPC?

Answer: Needs to be able to control remotely and our plant is 75 Ohm

26. Would Government please clarify if the SSPAs are required to be 200W Plinear or Psat there is a very large cost difference in these two solutions.

Answer: Would prefer Plinear but either solution is acceptable

27. Is there a 10Mhz reference standard available for the SSPAs or should they be internally clocked?

Answer: They would need to be internally clocked until the signal generator is installed at the shelter.

28. Please describe connectivity requirements (or system demarcation point) concerning the IFL cabling terminating in the racks and indoor equipment (encoders, IRD’s, spectrum analyzers, etc.). Is the contractor to provide dividers, patch panels, switchers or otherwise? A simple system block diagram would be helpful.

Answer: The contractor will be responsible to terminate all cable to the equipment they install in the main shelters racks, patch panels are already installed in the building and will use the open ports to run cables to.

30. Is a milestone payment plan to be negotiated with the successful awardee? Should a preference be submitted as part of the quotation?

Answer: Payments will be made once items are received and accepted by the government. Installation will be paid based on percentage of completion (will be negotiated with awardee)

31. Delivery for some of the equipment is still projected at beyond the stated 60 day delivery timeframe. Can an exception be noted in the quotation (naming specific items and OEM delivery dates) as long as the overall schedule is not impacted?

Answer: Yes. If known what the delivery schedule for the equipment will be, please note in quote.

32. Should non-listed, but recommended items be noted as “optional” in the quotation?

Answer: Yes
