52.0100-4094 MARKING INSTRUCTIONS FOR ALL ITEMS TO INCLUDE DROP

SHIP AND DIRECT SHIPMENT (DMA)(FEB 2017)

The Contractor shall attach two (2) copies of a detailed packing list with each box or container with unlike items where the full description of the contents is not authorized or cannot be shown.

Include one (1) copy of the packing list inside the box or container and attach one (1) copy of the packing list on the outside of the box or container. The outside of the box or container must also include the complete shipping address as provided in the schedule and the

Contract/Purchase/Delivery Order number located on Page 1 of this document.

The packing list shall contain the following information:

(a) Contract number/Purchase Order number or Delivery Order number

(b) Package number and set number (if any) of the container.

(c) A list of the contents which shows the quantity by item, item description, part number, type and size, unit of issue if other than each.

NOTE!

The government WILL NOT ACCEPT items shipped without a packing list especially when the content of the package is unidentifiable; rejected items will be returned at the contractor’s expense.

INCOMPLETE DELIVERIES

Incomplete delivery refers to the incomplete shipment of a unit of issue of an individual contract line item (CLIN). Such Incomplete, or fragmented delivery of any part of a CLIN is not authorized and will not be accepted. Each item (CLIN), including all components and sub-items, is to be delivered complete. Where sub-line items are reflected as component parts of an item, all sub-line items must be delivered simultaneously to form the complete item.

Note! The government WILL NOT ACCEPT items shipped as incomplete unit of issue of an individual contract line item (CLIN). Rejected items will be returned at the contractor's expense.

52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2017)

(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 611430.

(2) The small business size standard is $11,000,000.

(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.

(b)(1) If the provision at 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies.

(2) If the provision at 52.204-7 is not included in this solicitation, and the offeror is currently registered in System for Award Management (SAM), and has completed the Representations and Certifications section of SAM electronically, the offeror may choose to use paragraph (d) of this provision instead of completing the corresponding individual representations and certifications in the solicitation. The offeror shall indicate which option applies by checking one of the following boxes:

52.209-9 UPDATES OF PUBLICLY AVAILABLE INFORMATION REGARDING RESPONSIBILITY

MATTERS (JULY 2013)

(a) The Contractor shall update the information in the Federal Awardee Performance and Integrity Information

System (FAPIIS) on a semi-annual basis, throughout the life of the contract, by posting the required information in the System for Award Management database via https://www.acquisition.gov.

(b) As required by section 3010 of the Supplemental Appropriations Act, 2010 (Pub. L. 111-212), all information posted in FAPIIS on or after April 15, 2011, except past performance reviews, will be publicly available. FAPIIS consists of two segments--

(1) The non-public segment, into which Government officials and the Contractor post information, which can only be viewed by--

(i) Government personnel and authorized users performing business on behalf of the Government; or

(ii) The Contractor, when viewing data on itself; and

(2) The publicly-available segment, to which all data in the non-public segment of FAPIIS is automatically transferred after a waiting period of 14 calendar days, except for--

(i) Past performance reviews required by subpart 42.15;

(ii) Information that was entered prior to April 15, 2011; or

(iii) Information that is withdrawn during the 14-calendar-day waiting period by the Government official who posted it in accordance with paragraph (c)(1) of this clause.

(c) The Contractor will receive notification when the Government posts new information to the Contractor's record.

(1) If the Contractor asserts in writing within 7 calendar days, to the Government official who posted the information, that some of the information posted to the non-public segment of FAPIIS is covered by a disclosure exemption under the Freedom of Information Act, the Government official who posted the information must within

7 calendar days remove the posting from FAPIIS and resolve the issue in accordance with agency Freedom of

Information procedures, prior to reposting the releasable information. The contractor must cite 52.209-9 and request removal within 7 calendar days of the posting to FAPIIS.

(2) The Contractor will also have an opportunity to post comments regarding information that has been posted by the Government. The comments will be retained as long as the associated information is retained, i.e., for a total period of 6 years. Contractor comments will remain a part of the record unless the Contractor revises them.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the

Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the

Contractor within 30 days.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;

provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 months.

(a) The Past Performance Information Retrieval System--Statistical Reporting (PPIRS-SR) application

(http://www.ppirs.gov/) will be used in the evaluation of suppliers' past performance in accordance with DFARS

213.106-2(b)(i).

(b) PPIRS-SR collects quality and delivery data on previously awarded contracts and orders from existing

Department of Defense reporting systems to classify each supplier's performance history by Federal supply class

(FSC) and product or service code (PSC). The PPIRS-SR application provides the contracting officer quantifiable past performance information regarding a supplier's quality and delivery performance for the FSC and PSC of the supplies being purchased.

(c) The quality and delivery classifications identified for a supplier in PPIRS-SR will be used by the contracting officer to evaluate a supplier's past performance in conjunction with the supplier's references (if requested) and other provisions of this solicitation under the past performance evaluation factor. The Government reserves the right to award to the supplier whose quotation or offer represents the best value to the Government.

(a) Definition. ``Export-controlled items,'' as used in this clause, means items subject to the Export Administration

Regulations (EAR) (15 CFR Parts 730-774) or the International Traffic in Arms Regulations (ITAR) (22 CFR Parts

120-130). The term includes--

(1) ``Defense items,'' defined in the Arms Export Control Act, 22 U.S.C. 2778(j)(4)(A), as defense articles, defense services, and related technical data, and further defined in the ITAR, 22 CFR Part 120; and

(2) ``Items,'' defined in the EAR as ``commodities'', ``software'', and ``technology,'' terms that are also defined in the

EAR, 15 CFR 772.1.

(b) The Contractor shall comply with all applicable laws and regulations regarding export-controlled items, including, but not limited to, the requirement for contractors to register with the Department of State in accordance with the ITAR. The Contractor shall consult with the Department of State regarding any questions relating to compliance with the ITAR and shall consult with the Department of Commerce regarding any questions relating to compliance with the EAR.

(c) The Contractor's responsibility to comply with all applicable laws and regulations regarding export-controlled items exists independent of, and is not established or limited by, the information provided by this clause.

(d) Nothing in the terms of this contract adds, changes, supersedes, or waives any of the requirements of applicable

Federal laws, Executive orders, and regulations, including but not limited to—

(1) The Export Administration Act of 1979, as amended (50 U.S.C. App. 2401, et seq.);

(2) The Arms Export Control Act (22 U.S.C. 2751, et seq.);

(3) The International Emergency Economic Powers Act (50 U.S.C. 1701, et seq.);

(4) The Export Administration Regulations (15 CFR Parts 730-774);

(5) The International Traffic in Arms Regulations (22 CFR Parts 120-130); and

(6) Executive Order 13222, as extended.

(e) The Contractor shall include the substance of this clause, including this paragraph (e), in all subcontracts.

252.232-7003 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS AND RECEIVING REPORTS

(JUNE 2012)

(a) Definitions. As used in this clause–

(1) Contract financing payment and invoice payment have the meanings given in section 32.001 of the Federal

Acquisition Regulation.

(2) Electronic form means any automated system that transmits information electronically from the initiating system to all affected systems. Facsimile, e-mail, and scanned documents are not acceptable electronic forms for submission of payment requests. However, scanned documents are acceptable when they are part of a submission of a payment request made using Wide Area WorkFlow (WAWF) or another electronic form authorized by the Contracting

Officer.

(3) Payment request means any request for contract financing payment or invoice payment submitted by the

Contractor under this contract.

(4) Receiving report means the data required by the clause at 252.246-7000, Material Inspection and Receiving

Report.

(b) Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests and receiving reports using WAWF, in one of the following electronic formats that WAWF accepts: Electronic Data Interchange, Secure File Transfer Protocol, or World Wide Web input. Information regarding WAWF is available on the Internet at https://wawf.eb.mil/.

(c) The Contractor may submit a payment request and receiving report using other than WAWF only when–

(1) The Contracting Officer administering the contract for payment has determined, in writing, that electronic submission would be unduly burdensome to the Contractor. In such cases, the Contractor shall include a copy of the

Contracting Officer's determination with each request for payment;

(2) DoD makes payment for commercial transportation services provided under a Government rate tender or a contract for transportation services using a DoD-approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and

Billing System);

(3) DoD makes payment for rendered health care services using the TRICARE Encounter Data System (TEDS) as the electronic format; or

(4) When the Governmentwide commercial purchase card is used as the method of payment, only submission of the receiving report in electronic form is required.

(d) The Contractor shall submit any non-electronic payment requests using the method or methods specified in

Section G of the contract.

(e) In addition to the requirements of this clause, the Contractor shall meet the requirements of the appropriate payment clauses in this contract when submitting payments requests.

ECMRA

ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING

APPLICATION (eCMRA) REPORTING

The contractor shall ensure ALL contractor labor hours (including subcontractor labor hours) required for the performance of services provided under this contract are reported via a secure data collection site.

The contractor (and all subcontractors providing direct labor under this contract) shall report complete and accurate data for the labor executed during the period of performance during each Government fiscal year (FY), which runs from October 1 to September 30. The

Contractor shall input the data into the appropriate eCMRA reporting tool, which can be accessed via a secure web site at http://www.ecmra.mil/. There are four separate eCMRA tools: Army, Air Force, Navy and All Other Defense Components. The appropriate eCMRA reporting tool to use is determined by the requiring activity being supported (e.g., if DMA awards a contract for an Air Force requiring activity, the contractor shall load the required reporting data in the “Department of Air Force CMRA” tool). While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. The contractor shall completely fill in all required data fields. The contractor shall enter initial data into the appropriate eCMRA tool to establish the basic contract record no later than 15 working days after receipt of contract award or contract modification incorporating this clause. The contractor shall notify the COR when the basic contract record has been established in the appropriate eCMRA tool.

STATEMENT OF WORK (SOW) FOR

TRAINING SUPPORT SERVICES

1.0 BACKGROUND:

The Defense Media Activity (DMA) established on October 1, 2008, is a consolidation of all media activities of the Army, Navy, Air Force, Marine, and American Forces Information Service (AFIS). The mission of the DMA is to provide a wide variety of information products to the entire DoD family (Active, Guard, and Reserve

Military Service members, dependents, retirees, DOD civilians, and contract employees) and external audiences through all available media, including: motion and still imagery; print; radio; television; Web and related emerging Internet, mobile, and other communication technologies. The mission of the Defense Information

School (DINFOS) is to grow and sustain a corps of professional organizational communicators who fulfill the communication needs of military and government leaders and audiences. DINFOS goals include delivering total professional development support to organizational communicators throughout their careers, whenever and wherever needed, and becoming the DOD and Interagency center of excellence for organizational communications. To accomplish its mission, DINFOS exploits information technology, especially through its knowledge management and educational technology initiatives to produce training for real-time, worldwide, joint-Service requirements. DINFOS provides entry level, intermediate, and advanced training in the principles, techniques, and applications of public affairs, journalism, photojournalism, broadcasting, digital multimedia illustration, broadcast systems maintenance, video production, and visual information management. Instruction is provided to officers, enlisted personnel, and civilian employees of all branches of the armed forces and other government organizations to prepare them for worldwide assignments within the Department of Defense.

2.0 PURPOSE:

3.0 SCOPE:

The scope of this contract is to provide professional training services across a wide variety of current and emerging mission areas for DMA and DINFOS worldwide (CONUS/OCONUS).

4.0 OVERVIEW:

The contractor shall have the capability to meet existing and emerging training and training-related requirements.

The contractor shall be capable of providing simultaneous services/support across multiple, geographically dispersed customers.

The contract will consist of a firm fixed-price requirements type contract for instructional delivery of training content at DINFOS. The DINFOS training mission includes training development, delivery, and support for its program areas. Typical classes offered at DINFOS can be found at http://www.dinfos.dma.mil/ .

5.0 PERFORMANCE OBJECTIVES

The following services are to be performed by the contractor. This list is not exclusive. Other training activities will be requested.

TASK 1 – Training/Education: The contractor shall be capable of providing initial entry/intermediate/advanced development, consultancy, production, and instruction across a wide variety of mission areas to support DMA and DINFOS capability to meet existing and emerging training requirements. Contractors should propose methodology for service completion.

Independently, and not as an agent of the government, the contractor will: A Training Support Elements

• Provide SME Instructors to deliver multimedia communication training.

Produce effective and efficient training programs in collaboration with

DINFOS subject matter experts and service representatives

• Identify social media/ digital engagement experts from industry, academia, and the DoD PA/VI community, worldwide, and best practices from the field

• The contractor is expected to provide Social Media SMEs for both instructional delivery as well as content development.

Provide consultative services and strategic guidance to facilitate the application of digital strategies and programs/projects that advance DoD objectives.

• Conduct and coordinate seminars, conferences, and workshops on social media/ digital engagement best practices and developing capabilities.

• Brief DMA leadership and its components on emerging trends as required.

• Review DINFOS course curricula and measurement materials submitted by instructors; confer with other professionals regarding instructional material, and make recommendations for improvement.

C Mobile Training Team planning and execution

• Plan and manage Mobile Training Team activities and operations, both domestic and international.

• Adhere to the National Security Cooperation and Assistance requirements as it relates to the training of international military and civilian personnel.

• Provide English to host language interpretation and translation services.

• Travel in support of the international MTT public affairs/visual information mission (maintain valid passports and secure travel visas, as needed).

• Research and adapt DINFOS course material required for instruction

Provide subject matter expert instruction and deliver of MTT curricula to DOD military communicators and international military students using multiple methods: Mobile Training Teams, distance learning, webinars, and virtual training.

The requesting unit and DINFOS will coordinate to provide facilities and equipment.

DINFOS will provide public affairs and visual information content SMEs. The contractor is expected to provide expertise and production of audio/visual training products to produce DINFOS training content for worldwide distribution.

All training, production, audio and visual products under this contract shall meet professional, technical, and established industry standards.

TASK 2 – Program Management

A. Program Management Plan: The contractor shall provide program management support to ensure that work under this contract is managed efficiently, and shall provide best practices to provide ongoing support throughout the period of performance. This plan shall be due as specified within each task order, and, for the contract as a whole, shall be provided monthly. The management plan shall be updated as changes occur.

The contractor shall develop and maintain the (overall/contract as a whole) Program Management Plan (PMP) that shall be used as the underlying foundation for technical direction, resource management, and other planning, throughout the period of performance.

The overall/contract as a whole PMP shall include, as a minimum the following, where appropriate:

Status of current and planned initiatives and programs

All contractor performed duties

Project organization

Project transition processes, Transition Plan updates, and schedule

Contractor organizational structure

Contractor personnel assignments and duration

Key deliverables

Contractor travel information

Budget information (planned versus actual, including incurred but not billed by task and subtask);

The contractor shall develop and maintain a plan that shall be used as the underlying foundation for technical direction, resource management and other planning throughout the period of performance. The plan shall detail the following areas:

- Status of current and planned initiatives and programs

- All contractor performed requirements, contractor organizational structure, and key deliverables.

- The contractor shall participate in regular In-Progress Reviews (IPRs) that provide the Government with a review of current and planned activities for major duty areas and to report current costs. The IPRs shall at a minimum summarize the following areas; projects, schedules, activities, travel, actions taken, identify concerns, issues, risks, resolutions of identified problems and concerns.

- The contractor shall develop and submit a monthly status report to the COR to include, at a minimum, detailed use of hours worked during the month for each contractor, project deliverable status, accomplished requirements, status of ongoing projects and plans of any upcoming requirements and risks.

This report is due no later than the 10th of each month.

- The contractor shall maintain a record of employees for contingency notification purposes. This

“emergency recall” list shall be provided to the Government and updated as changes occur.

B. Quality Control. The contractor shall submit a Quality Control Plan to ensure services are performed in accordance with this SOW and the Performance Work Statement (as developed by the contractor). The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with the SOW.
