About this file
This document is a justification for other than full and open competition for a sole source procurement. The procurement is for a 4-year maintenance agreement contract with Cadapult FM to maintain the current facility maintenance software work order system at DFAS Columbus, Ohio. This proprietary software from Cadapult FM is used for facility work order creation and communication with their maintenance contractor for DFAS buildings 21 and 21A. Procuring a new work order system would be cost prohibitive given that DFAS Columbus has already acquired and uses the Cadapult system. The related federal contract opportunity is solicitation number HQ042324Q0006 for CadapultFM through the Office of the Secretary of Defense.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION < SAT
REFERENCES:
In accordance with FAR 6.001 (a), full J&A documentation is not required for contracts awarded using simplified acquisition procedures of FAR 13 (except commercial items under FAR 13.5 > $150,000) FAR 13.106 (b) (1) (i) states that, “The contracting officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). The following documentation constitutes the rationale for this decision.
DOCUMENTATION:
(1) Requiring Activity: DFAS Columbus, Ohio.
(2) Supplies or services being procured:
The work includes procurement of a 4-year maintenance agreement contract with Cadapult FM, with three of the years being option years to maintain our current facility maintenance software work order system. This system is required in order for facilities to maintain the DFAS facilities (Building 21 and 21A). This system allows communication with our maintenance contractor, and maintenance work order creation as required by contract.
(3) Reason that this is a sole source procurement (i.e., proposed contractor's unique qualifications, etc.):
The software for the DFAS Columbus facility work order system is proprietary to Cadapult FM and can only be managed and changed by Cadapult.
(4) Market survey (indicate if any other firms were contacted or expressed interest)
DFAS Columbus has already acquired and is using the Cadapult work order system. The only company that can provide the software maintenance is Cadapult FM. Procuring a new work order system would be cost prohibitive.
(5) Technical requirements personnel certification
I hereby certify that this justification is made in good faith, that the supporting data and information are accurate and complete to the best of my knowledge and belief, and that I would not be making this request if it were feasible to fully compete this requirement. I further certify that this request is not the result of lack of advanced planning or a desire to expend funds while those funds are still available.
(6) Contracting Officer’s certification
I hereby certify that this justification is made in good faith, that the supporting data and information are accurate and complete to the best of my
