Subject: Mobile Commuter Store

Washington Headquarter Services/Acquisition Directorate

Washington Headquarters Service intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 13.106-1 (b), soliciting from a single sources to The Convention Store, dba Commute Store, 1700 N. Moore Street, Suite 235, Arlington, VA 22209. The mobile commuter store will provide Federal employees located at the Mark Center, 4800 Mark Center Drive, Alexandria, VA, the convenience of being able to purchase tickets for any bus or rail line in their area including MARC and VRE on weekly or bi-weekly basis. Additionally, this program should have the ability to assign transit benefits to employees' SmarTrip cards, which are accepted by the Metro system and many local bus systems. The unit should carry all schedules and have a user station to print ‘Trip Planners.’ The NAICS code is 485112 – Commuter Rail System.

The Government requires the following specific tasks:

• Receive and respond to customer inquiries.

• Offers face-to-face information, sales, and assistance.

• Provide printed bus schedules and other free publications as available.

• Staff will assist you in planning the best way to travel, whether by bus, rail, carpool, vanpool, or bicycle.

• Prepare special or one-time reports, summaries, or replies to inquiries, selecting relevant information from a variety of sources such as reports, documents, correspondence, other offices, etc., under general directions as needed to the COR.

This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with in the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 12:00 pm EST, April 5, 2013. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide the required services.
