DEPARTMENT OF DEFENSE
MISSILE DEFENSE AGENCY
5700 18th STREET
FORT BELVOIR, VIRGINIA 22060-5573
BRAND NAME JUSTIFICATION
FOR
KAWASAKI MULE PRO-DXT EPS DIESEL
(SIMPLIFIED ACQUISITION)
1. Introduction
The Missile Defense Agency (MDA) Directorate for Test Resources, Range Infrastructure
Division (DTRR) has a requirement for fourteen (14) all-terrain, side by side, utility vehicles to support critical logistics functions for MDA flight tests at Wake Island and Kwajalein Atoll. Due to specialized logistics requirements and other limiting factors, MDA intends to specify a brand name in order to meet this requirement.
The estimated cost of this acquisition is .
2. Statutory Requirements
According to FAR 6.302-1(c), an acquisition that specifies a brand name peculiar to one manufacturer does not provide for full and open competition and must be justified as such.
To ensure the requirements in FAR 6.305 are satisfied with respect to making justifications publicly available, this Brand Name Justification will be posted with the synopsis required by
FAR 5.101.
The estimated cost of is below the simplified acquisition threshold of $250,000 (ref.
DPAP Class Deviation 2018-O0013). The Government intends to use FAR part 13 simplified acquisition procedures for this procurement.
3. Brand Name Justification
MDA requires fourteen (14) new utility vehicles to replace existing vehicles that have aged beyond their service life and are being readied for disposal. Only Kawasaki Mule Pro-DXT EPS
Diesel will meet the Government’s requirements. The Kawasaki Mule Pro-DXT EPS Diesel has a seven-year pedigree with surviving the harsh salt environment on Wake Island and Kwajalein
Atoll, giving the Government complete confidence in its long term reliability. The Base
Operations Support (BOS) contractor on Wake Island and Kwajalein Atoll maintains a fleet of these vehicles under a support agreement with MDA/DTRR. All mechanics employed by the
BOS contractor are specially trained to maintain and repair the Kawasaki Mule Pro-DXT EPS
Diesel. In addition, the BOS contractor has an existing supply of interchangeable parts and special tooling for the Kawasaki Mule Pro-DXT EPS Diesel located on Wake Island and
Kwajalein Atoll. Transportation to and from Wake Island and Kwajalein Atoll is extremely limited due to the remoteness of the locations; thus, the ready availability of interchangeable parts and special tooling is critical to keeping required utility vehicles operational at all times.
The time and cost necessary to retrain all Wake Island and Kwajalein Atoll mechanics and revamp the logistics supply chain simply to accommodate a different brand would be prohibitive and is not in the best interest of the Government.
4. Determination
In accordance with FAR Part 13.106-1(a) (1) (i), the undersigned Contracting Officer hereby determines that the circumstances of this acquisition deem Kawasaki as the only available brand name. The Government will be mindful of opportunities to reduce the logistics support limitations at Wake Island and Kwajalein Atoll, in order to increase the potential for competition on future utility vehicle procurements.
