In Volume IX-Cost and Price, how should the offeror label a subcontractor that contributes exactly 10% of the hours proposed?

Question / Comment Response
5 Attachment J-01 Page 7
The Performance Objective Index Table lists NCR, HSV, COS and HAFB as the locations available to bid. Is it acceptable for offerors to add additional locations to bid?
The Performance Objective Index Table identifies where the stakeholders require support. The acceptability of additional locations will depend upon the offeror's unique approach to supporting the stated requirements.
6 Attachment J-01 Page 7
Assuming offerors may add locations in addition to what is listed in the Performance Objective Index Table of the PWS and in the EPW, does the government have a preference to substantiate direct labor rates considering the ERI is not available to all offerors.
The offeror's proposal should adequately explain and substantiate the proposed rates.
RFP Section B Section B is missing the CLIN numbers for SN ODC CLINs
0420/1420/2420/3420 referenced in the Government specified values table in Section L-13.4.

0225/1225/2225/3225 referenced in the Government specified values table in Section L-13.4.
SN-LRDR travel is planned, so Section B will be revised for the final RFP.

Use one year for Pricing, but the requirement for 5 years of experience remains in the labor competencies.
Section L Section L-4.4, Table L-1
The Draft RFP only allows 25 pages to respond to 32 pages of PWS requirements. Can the page allocation for Volume VII – Technical; Tab 1 – Technical Expertise/Approach be increased to 40 pages to allow for sufficient space to address all the government PWS requirements?
Yes, the page allocation for Volume VII - Technical, Tab 1 - Technical Expertise/Approach will be increased to 50 pages.
PWS Section 3.5 There is a lack of consistency in the Section 3.5 regarding the “location” of the work. While Table 3.0 does specify “COS, HSV” as the location(s) for the task, none of the Task Details in 3.5 a-j specify “for HSV” or “for COS” like most all the other sections do. Should it be assumed that since neither location is specified the tasks are open to both?
This will be corrected with the amended PWS. . Paragraph 3.5.a and 3.5.c will be in HSV and the others are COS .
PWS Section 3.6 Upon review and comparison of Space Specialty Engineering (PWS 16) with previous Performance Objectives we noticed that the Enterprise Sensors Processing Node (ESPN) development efforts have been removed from the current Performance Objective direction. Was this an oversight or has this work been removed and is not required as part of the TEAMS effort forward?
This work has been removed and will not be part of this RFP.
PWS Section 3.0, Table 3.0 Can you confirm that all of Performance Objective 1 will be performed in the NCR for DE/CS? If not please clarify what additional locations and stakeholders will be added.
Performance Objective 1 will be performed at the NCR.

Can the government please confirm that teaming agreements are only required for formal joint ventures, and not required for a standard prime and subcontractor relationship?
Teaming agreements are only required for formal joint ventures.
Section L L-5.2 Model
Contract
(SF33)
Can the government please clarify why it is necessary for offeror's to submit Sections L and M with the contract documentation volume?
This will be updated with the amended RFP. Sections L and M will be excluded from being submitted with contract documentation volume.
