Subject Location Question Response 1 Section L Section L, p. 24
Attachment L-07
Attachment L-07 Excel Pricing Workbook appears to be missing from the list of attachments. Would the Government please repost a revised Draft RFP to include an Excel Pricing Workbook (including applicable locations)?
Attachment L-07 will be provided as soon as possible but no later than with the release of the final RFP.
2 Section L Section L, p. 24
Attachment L-07
Would the Government release the ERI Position Titles, Minimum Experience Levels, Survey Mean and
90th percentile salary data with a revised Draft RFP (to include applicable locations)?
Attachment L-07 will be provided as soon as possible but no later than with the release of the final RFP.
3 Section L Attachment L-10 The Facilities Analyst and Specialist labor categories require degreed persons and do not offer experience equivalencies. Since the Government is offering experience equivalencies (with respect to degrees) for labor categories specified in other TEAMS solicitations, such as Warfighter, International
Affairs, and Quality & Mission Assurance, will it consider modifying the Logistics labor categories to include experience equivalencies as well?
No, at this time the Government does not intend to substitute experience for educational requirements.
4 Section L Attachment L-10 Labor Category Descriptions have a “Basic”, “Intermediate”, and “Advanced” for each of the main labor categories except for Facilities Engineer, which only has “Basic” and “Intermediate”. This seems to limit industry’s ability to properly propose if we cannot use the Facilities Engineer Advanced labor category. Would the Government please consider adding a Facilities Engineer Advanced labor category with a revised Draft RFP?
The Government has considered your request and does not intend to add the Facilities Engineer Advanced labor competency.
5 PWS Section 1.2, p. 3 and
11, Attachment J-01
(PWS)
References “within this task order” three times. Does the Government intend to issue this procurement as a task order under another vehicle?
No, the government does not intend this procurement as a issue task order under another vehicle. The language will be corrected for the final
RFP.
6 Incentive Plan Section 3.0, p. 7, Attachment J-16
Incentive Plan.
States “In those instances where the DPF Portal, ARCHIBUS, or Velocity is down for more than 4 hours in a day and the outage is not attributable to the contractor, the contractor shall not be held responsible for a “Less Than Satisfied” assessment associated with responsiveness; any such assessment will be removed from the annual calculation”. In an instance when the system(s) is/are down for less than four hours (at no fault of the contractor) and a “Less Than Satisfied” response is received, why would the contractor be punished by no fault of theirs? Suggest the sentence be revised to say: “In those instances where the DPF Portal, ARCHIBUS, or Velocity is down, and the outage is not attributable to the contractor, the contractor shall not be held responsible for a “Less
Than Satisfied” assessment associated with responsiveness or systems failure; any such assessment will be removed from the annual calculation”.
The language will be revised in the final RFP to reflect ACOR consideration and adjudication of "Less Than Satisfied" comments regarding responsiveness throughout periods of outages.
7 Section L Attachments L-09 and
L-10
Security clearance requirements for the Contract Program Manager (CPM). In one location we note that a Secret clearance is required. Another area states that a Top Secret is required. Can you please clarify the security clearance that needs to be held by the CPM.
CPM security requirement is Secret; Attachments will be revised to reflect
Secret requirement.
8 Section L Section L-9.0, p. 15 Small Business (Volume V) requires us to complete a table that demonstrates dollar values. We are under the impression that no cost/price information is to be provided outside of the cost volume. Can you please clarify the requirement that we place expected dollar values in the table in the Small
Business Volume.
The small business volume will include a small business compliance plan and the table in L-9.0. The table will be used to calculate compliance with
52.219-14 and the plan will be used to evaluate how the contractor plans to track their compliance with 52.219-14.
9 Section L Attachment L-07 We are unable to locate the excel spreadsheet (table) called out as L-07. Can you please confirm that the table has been released (or not).
Attachment L-07 will be provided as soon as possible but no later than with the release of the final RFP.
10 Section L Attachment L-13 In "Attachment L-13 Historical Key Product Tables" it does not list a requirement for JBER. Is there one ?
Joint Base Elmendorf-Richardson, JBER, is not anticipated to be a staffed site and has no anticipated product deliverables.
11 Section J Attachment 01a Can we get a list of the nominal Quantities divided by Location? Nominal values by location will be provided in the final RFP.
12 General Does "DHL" mean Dahlgren, VA ? DHL stands for Dahlgren, VA.
13 Section L Section L-4.2, p. 9 In section L.4.2 it states that we can combine Vol 3-5 if they are tabbed separately. Since Vol 1, Executive Summary, is short can it be combined with Volume 7 "Contract Documents? Can the
Government re-number the conformed Volumes accordingly?
While the Government has considered your request, the volumes and organizational structure required per Section L-4.2, is consistent with the requirement and will otherwise remain unchanged.
