About this file

This document provides details for a federal contract opportunity issued by the Missile Defense Agency. The agency seeks white papers from U.S. companies, educational institutions, and nonprofits to define and characterize innovative tracking filter designs against a government-provided operational scenario. White papers are due by April 19, 2017 and should not exceed 10 pages. Contract awards of 12-18 months are anticipated for selected offerors to further develop their filter designs. Offerors may submit classified white papers up to the Secret level and should contact agency points of contact for procedures to submit at higher classification levels. The government will provide a common set of classified information to awardees and independently assess contractors' filter performance at the end of the period of performance.

ATI BAA Special Topic: Advanced Track Filter Characterization.

The List of changes as a result of 22 March 2017 Industry Day questions and answers:

WHITE PAPER PREPARATION INFORMATION

Based on the White Paper deadline extension to 19 April 2017, the deadline to request the

Government Furnished Information (GFI) for White Paper preparation, to include the 22 March 2017

Industry Day presentation slides, is extended to 31 March 2017.

Each interested offeror may submit more than one White Paper.

Higher classification level White Paper submissions (e.g., TOP SECRET, SCI, or SPECIAL

ACCESS) are acceptable, if necessary to describe the offeror’s innovative tracking filter design. For transmission of these higher classification White Papers, if desired, the higher classification level information may be segregated into an annex separate from the main paper, and submitted separately from the Unclassified or Secret white paper response; or the paper may be submitted as one document at the appropriate classification level.

If a responding company intends to submit a White Paper at a classification level above collateral

SECRET (TS, SCI or SAP), they are to contact Ms. Kari Anderson at kari.anderson@mda.mil or

(571) 231-8148 in order to make arrangements.

Subcontracting and teaming arrangements are permitted.

If an offeror requires additional GFI for contract performance (if selected) beyond the planned GFI identified, the offeror is requested to identify the GFI in their White Paper, to include title, description, rationale, date required, and impact if not received.

The awarded contracts period of performance are anticipated to be 12 to 18 months in duration. No contract options are planned, and the inclusion of contract options is at the discretion of the

Government.

At contract award of the selected contractor or contractors, a common set of GFI will be provided to all contractors receiving a contract award.

The awarded contract(s) will include, toward the end of the period of performance, a Government independent assessment of the contractor’s filter design and executable code against Government provided operational scenarios.

The GFI provided for contract performance (if selected), will be classified as SECRET/NOFORN.

Executable code delivered by contractors as part of contract performance (for awarded contracts), must be marked appropriately Government Purpose Rights or Unlimited Rights in accordance with

DFARS Part 227 and associated contract clauses.

Supplemental Information on Advanced Track Filter Characterization

1. Background. The Missile Defense Agency (MDA) is responsible for developing a Ballistic

Missile Defense System (BMDS) to defend the United States, friends and allies, and deployed forces from ballistic missile attack. Additionally, as the Technical Authority (TA) for Integrated Air and Missile Defense (IAMD), MDA leads systems engineering tasks and activities that support development, testing, and integration of Service and MDA IAMD-related systems to achieve joint IAMD capabilities.

The BMDS and the joint IAMD capabilities of tomorrow must be able to address new and emerging ballistic and non-ballistic missile and air threats and operate within an integrated, layered Air and Missile defense system architecture.

2. Synopsis. MDA requests white papers from U.S. only private industry, qualified accredited domestic educational institutions, and nonprofit organizations that define potential new track filters and a characterization of these filters against a common operationally realistic threat scenario, to meet new and emerging threats. The specific area MDA is considering in this solicitation is an Advanced Track Filter Definition and Characterization Task.

The Agency envisions multiple track filter definition and characterization studies. These studies may lead to continued design maturity, laboratory experimentation and testing; and potential integration into existing and future air and missile defense systems.

3. Description. The Missile Defense Agency (MDA) is interested in the evaluation and characterization of innovative tracking filter designs which offer robust, consistent track estimation and prediction techniques. The performance of these designs will be characterized against sets of sensor measurements from advanced air breathing and missile threats that accurately represent threat kinematics and contain representative sensor measurements errors including sensor bias.

Respondents shall submit a white paper in accordance with Section 5, that documents their filter design and their approach for performing filter performance characterization studies against a Government provided operational scenario; that includes threat trajectories, sensor measurements and blue force sensor location(s). Submissions can address end‐to-end concepts as well as concepts that could be inserted into interceptors, sensors, or command, control and battle management systems. However, the desire for an apples-to-apples comparison of filter approaches requires the performance characterization to be performed against a common set of sensor measurements.

The White Paper will describe the filter design to include approaches and rationale for track filter application (radar tracker, overhead tracker, seeker/interceptor tracker, etc.);

an assessment of the proposed performance metrics; and an assessment of the filter design robustness, scalability, and flexibility.

The White Paper will also describe the respondent’s facilities and ability to perform a characterization study, which includes exercising the filter design against Government-provided sensor measurement data from blue force sensors against operationally relevant threats and assessing the filter performance against Government-provided performance metrics. Finally, the White Paper will describe the respondent’s experience in developing and fielding advanced tracking filter algorithms within air and missile defense systems.

The preferred concepts for this effort shall have the following attributes:

Applicability across multiple sensor categories (fire control radars, overhead infra-red, passive, surveillance radars, interceptors, etc.)

Adaptability for future threats and sensors concepts

Ability to produce track states with consistent covariance and minimal track state error in presence of significant maneuvers

4. Government Furnished Information (GFI). GFI will be provided, upon request, to aid in the preparation of white papers. Any technical data furnished by the Government in response to topic inquiries is in an “as is” condition without any warranty as to its accuracy, completeness or adequacy. The respondents shall use this technical data at their own risk. The Government assumes no responsibility for such furnished data/documentation nor will the Government have any liability for a respondent’s response should such data/documentation prove to be inaccurate, incomplete or otherwise defective.

The following information will be made available for White Paper preparation:
