About this file

This is a Questions and Answers document for white paper submissions related to a CAPE (Capabilities, Assessments, and Planning Enterprise) modernization initiative issued by the White House Office of the Secretary of Defense (HQ0034259WHSCSO/WHSCSO26AOI04, Amendment 1).

The Government is seeking to replace CAPE's internal SQL Server databases that contain personnel, organization, contractor, and contract information, as well as workflow management systems. The prototype must operate in an IL5-compliant environment on NIPRNet, with planned future migration to DoDNet. The Government mandates that offerors propose realistic implementation timelines and execution strategies but has not yet finalized preferred phasing approaches for initial prototype versus later phases. Only the DoD365 Power Apps platform is immediately available as the foundational technology, though the Government is open to teaming arrangements utilizing multiple integrated commercial products. The solution must integrate with enterprise systems including DAI, DCPDS, and DISS, with flexible technical approaches addressing data push/pull requirements regardless of underlying system constraints. User roles include submitters, coordinators, and various approvers (security, Task Monitor, and supervisor), with user volume dependent on the licensing model selected. The prototype must provide tracking and workflow functions for budget formulation and expenditure tracking, serving as a workflow and tracking layer that interfaces with DAI as the system of record rather than providing native financial ledger capabilities. The Government also requires tools to facilitate information transfer between systems and internal excursion capabilities.

Amendment 1

Q&As – White Paper Submissions – CAPE

Q What platforms, applications and underlying database are currently being replaced?

CAPE has an internal database containing personnel, organization, contractor, and contract information. CAPE has a database that manages workflows and workflow actions for functions listed in the CSO. Both databases are SQL server databases.

Q Approximately how many users are anticipated, and what principal user roles should be supported?

Users may vary based on licensing model. Roles vary by workflow, generally submitter, coordinator, and various approver roles that contribute information such as security, Task Monitor, and supervisor.

Q Which functions are expected in the initial prototype versus later phases?

The Government has not yet finalized its preferred approach. This will be addressed at a later time.

Q Is the target environment NIPRnet, DoDNet, or both, and is IL5 required for the prototype?

Target environment would need to be IL5. Current environment is NIPRNet. A future migration to DoDNet is planned.

Q Are there target dates, performance periods, place-of-performance expectations, or other implementation constraints available for planning?

The government expects the offerors to outline a realistic implementation timeline and execution strategy tailored to delivering the prototype capability.

Q Platform Preferences: The AOI notes the Government is open to teaming arrangements utilizing multiple integrated commercial products. Given the requirement to integrate with enterprise systems (DAI, DCPDS, DISS) and replace legacy bespoke tools, does CAPE have a preference for, or existing infrastructure investments in, a specific low-code/no-code PaaS ecosystem (such as Appian or Salesforce) to serve as the foundation for this prototype?

Only DoD365 Power Apps platform is immediately available.

Q Integration Capabilities: Regarding the requirement to push and pull data from DoW and OSW Enterprise Systems utilizing interfaces or pre-/post-processing, can the Government clarify if modern APIs/webhooks are currently accessible for these systems (specifically iCompass and DAI), or should the proposed solution architecture assume flat-file/batch processing?

The Government expects offerors to outline a flexible technical solution tailored to delivering the prototype capability, regardless of underlying system constraints.

Q Budget Functionality: For the modernized budget formulation and expenditure tracking function, does CAPE require the prototype to possess native financial ledger capabilities, or will the system primarily serve as a workflow and tracking layer that passes finalized financial data to the Defense Agencies Initiative (DAI)?

WHS financial systems such as a DAI instance will remain the system of record. The government requires tracking and workflow functions as well as tools to facilitate transfer of information to and from other systems as well as internal excursion capabilities.
