About this file
This is a Questions and Answers document for solicitation HQ003425QE079 regarding the OUSD DAU Grant 201 Course Update and Instruction contract. The document contains 12 questions and answers clarifying requirements for updating and teaching the DAU Grants 201 course in a virtual instructor-led training (VILT) environment for DoD personnel, focusing on basic operational understanding of assistance instruments including grants and cooperative agreements.
Key clarifications include that this is a follow-on to previous contract GS-02F-0048V and task order N00014-20-F-4001, with the government anticipating 10 courses per year based on historical data of 10-12 courses annually. The contract structure is indefinite-delivery-indefinite-quantity due to varying frequency needs. Response requirements are limited to a two-page technical approach and completed pricing sheet with no supplemental documents permitted, and resumes for key personnel are not required. Operational details specify that class rosters will be provided approximately 5 days in advance, courses typically start at 9:00 a.m. EST (though adjustable), virtual platforms must be coordinated with the government, and the September 15 deadline for annual review submissions is fixed. Course materials must follow PWS 3.1 formatting standards, and while there's no pre-approval process for instructors, they must meet minimum qualifications.

| QUESTIONS | ANSWERS | |
| 1 | Is this a new requirement or a follow-on and what was the previous contract number? | The previous contract and task order numbers were GS-02F-0048V and N00014-20-F-4001. |
| 2 | For proposals, is it required to include resumes for key personnel, or should this be excluded from the response? | The RFQ does not require resumes for key personnel. This being said, offerors may provide key personnel or staff information in the technical approach form. |
| 3 | Will DAU provide templates or specific formats for how updated course materials should be structured, or is contractor discretion allowed within compliance guidelines? | See PWS 3.1 for specific formatting and compliance standards. The current course materials are also available for review. |
| 4 | What is the expected frequency or cadence of ad hoc updates—are there historical patterns that can guide staffing and resource planning? | No, there is no expected frequency or historical patterns for ad hoc updates. |
| 5 | Can DAU clarify whether there will be a standard class roster provided in advance of each session, and how far in advance that would be? | Yes, a standard class roster will be provided in advance of each session. Currently, rosters are typically distributed approximately five (5) days prior to the course start date. |
| 6 | Are there any restrictions or requirements for which virtual platform must be used to deliver the VILT sessions (e.g., Teams, Zoom, Adobe Connect)? | No specific virtual platform is mandated but platforms must be coordinated with the Government. |
| 7 | Can DAU confirm if the September 15 deadline for annual review submissions is flexible if a course session is scheduled closely before that date? | The deadline is fixed but courses scheduled before Government approval will proceed using the current approved course materials. |
| 8 | Is there a process for pre-approval of instructor qualifications prior to delivery, or will that be handled post-award? | The SOW does not specify a pre-approval process, but instructors must meet the minimum qualifications. |
| 9 | Is the 9:00 a.m. EST start time fixed, or can the start time be adjusted depending on student location or instructor availability? | The start time is anticipated to be 9:00 a.m. EST but different times may be coordinated with the Government. |
| 10 | How many iterations per year do you anticipate conducting classes? Can you please provide historical data based on previous performance years? | The term “iterations” is not used in the SOW; if it means course offerings, the Government anticipates ten (10) courses per year, though this may vary depending on mission needs. Historically, 10-12 courses were conducted each year. |
| 11 | FTE Clarification: Is this project intended for a single Full-Time Equivalent (FTE), or is it expected to involve multiple personnel? | The RFQ does not stipulate so the vendor is free to propose one FTE or multiple. |
| 12 | Additional Submission Materials: Aside from the two-page Technical Approach and the completed pricing sheet, are we permitted to include any supplemental documents (e.g., corporate experience summaries or additional qualifications)? | No, offerors are not permitted to provide supplemental documents. |
