About this file

This document is an Area of Interest (AOI) Amendment 001 from the Department of Defense's Office of Strategic Capital (OSC) seeking innovative solutions for improving data access and knowledge management. The solicitation, issued under 10 U.S.C. 4022, targets commercial solutions to enhance OSC's mission of attracting and scaling private capital for national security technologies. The AOI focuses on four primary areas: (A) credit-based financial tools for technology investment, (B) teaming with private capital investors to co-develop critical technologies, (C) identifying critical technologies from emerging international companies, and (D) exemplary risk management.

White papers are due by 5:00 PM (EDT) on May 26, 2025, and must be submitted to cso@osc.mil. Eligible companies must deliver technical capabilities matching the AOI description and satisfy at least one condition outlined in the Commercial Solutions Opening (CSO) procedures. Solutions should be mature enough for potential deployment within 30 days of award, with partnerships and teaming arrangements encouraged. The government will evaluate all submissions, including those partially or fully produced outside the USA, with the intent of conducting a two-phase selection process to identify prototype solutions that can advance national security technology development.

Background:

The Office of Strategic Capital (OSC) mission is to attract and scale private capital for national security. Successful execution of this mission requires consistent access to credible and accurate data, and the means to be able to effectively manage available knowledge and drive decision speed to the irreducible minimum. Our national defense and our prosperity depend on it.

The Department of Defense itself is a knowledge management firm that defines, redefines, and manages a system of exceedingly complex systems to support decision making. OSC has an operational need for access to specialized data necessary to understand and influence conditions that drive risks to national and economic security, and innovative technologies for compiling, assessing, and managing the data under management. Simplicity is paramount, and the ability to efficiently access and make sense of the vast amounts of data available will be the difference between success or failure.

Problem Statement:

Using the authority in 10 U.S.C. § 4022, OSC seeks to drive rapid prototype development of solutions to limiting factors impairing its ability to execute its mission to attract and scale private capital for component-level technologies with broad commercial application that are also relevant to the national security of the United States and its allies and partners.

OSC seeks solutions in one or more of the four areas of primary focus:

A. Effective use of credit-based financial tools to attract and scale investment in enabling and frontier technologies, B. Teaming with private capital investors to co-develop critical technologies (i.e., technologies identified by the Department of Defense as vital to the national security of the United States and its allies and partners), C. Identification of critical technologies developed by emerging international companies, and D. Exemplary risk management.

Solution Attributes:

A. Effective use of credit-based financial tools to attract and scale investment in enabling and frontier technologies.

OSC seeks to find and secure the best solutions available from private industry to access data and manage knowledge to effectively establish and manage a federal credit program within the Department of Defense. Compelling solutions will need to demonstrate how more data, more effectively managed, increases not only the frequency of use of credit-based financial tools to attract and scale investment in enabling and frontier technologies, but also the likelihood that investments made will result in rapid advances of critical component technologies with broad commercial application that are also relevant to the national security of the United States and its allies and partners.

B. Teaming with private capital investors to co-develop critical technologies (i.e., technologies identified by the Department of Defense as vital to the national security of the United States and its allies and partners).

OSC seeks to find and secure the best solutions available from private industry to access data and manage knowledge necessary to quickly identify teaming opportunities where Government stakeholders and private capital investors co-develop and scale critical technologies. Compelling solutions will simplify opportunity identification and increase the quality of decision making associated with teaming decisions.

C. Identification of critical technologies developed by emerging international companies.

OSC seeks to find and secure the best solutions available from private industry to access data and manage knowledge necessary to swiftly identify emerging international companies seeking to develop critical technologies. Compelling solutions will improve the perception of the global commercial technology marketplace, will identify data and trends which can be used to predict the viability of the emerging international companies developing critical technologies, and will define how identified data and trends can be efficiently used to establish predictive metrics.

D. Exemplary risk management.

OSC seeks to find and secure the best solutions available from private industry to execute the risk management necessary to successfully accomplish its mission. Compelling solutions will propose methodologies to access data and create knowledge management practices that identify current and future critical technologies, increase the likelihood that public sector investments provided will result in maximum net-positive economic effects, provide clarity on foreign ownership, control, and influence considerations associated with teaming with private sectors partners, decrease likelihood and impact of risk realization, and increase the probability that private capital will choose to “crowd-in” with public sector investment.

Solution Maturity:

Only complete solutions will be accepted. Solutions should be sufficiently mature and may be expected to be deployed as a minimum viable product as soon as 30 days after award. An individual company is not limited to involvement in only one proposed solution (i.e. White Paper submission), so long as each solution is substantively unique. Partnerships and teaming arrangements are encouraged. Only complete solutions will be accepted; partial solutions will not be considered.

Prior Demonstration and Usage:

When applicable, companies should provide evidence demonstrating capability in relevant and/or representative environments and show experience in successfully fielding solutions into operations. White papers should annotate to what extent specifications and attributes included in the White Paper have been verified (e.g., usage in commercial environments, testing within academia, etc.).

Companies currently performing on an existing DoD contract should highlight the unique, innovative, and/or previously under-utilized aspects of their solution submitted in response to this area of interest to be considered for an award.

Eligibility:

Requirements for participation include being able to deliver the technical attributes and capabilities described in the Area of Interest along with satisfying at least one of the conditions for eligibility outlined in the CSO HQ003425CSO02 Section 1.4. Eligibility. All relevant submissions received in accordance with the instructions in this AoI and the CSO will be evaluated, including those fully or partially produced outside of the USA.

Procedures:

Any award resulting from this AOI shall be in accordance with the CSO procedures detailed in HQ003425CSO02. The instructions in the CSO, and any additional instruction as specified in this AOI posting, must be followed. The Government intends to conduct this AOI in two phases as detailed in the CSO. At least one of the following conditions found at 10 U.S.C. 4022(d) must be satisfied to enter into a prototype OT agreement.

Response:

White papers submitted in response to this AoI shall be submitted to the CSO POC at cso@osc.mil no later than 5:00 PM (EDT) on May 26, 2025. The Government may extend the response date by amending this AoI. Companies are responsible for monitoring SAM.gov for amendments to this AOI posting.

Questions:

Questions should be sent to the CSO POC, Nick DeSelle, at cso@osc.mil. Please be advised submitted questions and answers may be posted to SAM.gov.
