AMD 0001 ANSWERS 1-8
RFP # HQ003419R0233
Answers for questions 1-8
Roof Fall Protection Services, Pentagon
Question # Question Answer PWS
Section referenced in question
1 On page 16 of 71 of the RFP, section
2.A, says “Professional Engineer to be licensed to practice in the State of
Virginia or District of Columbia”. On page 20 of 71 of the RFP, section 3.4 says “Professional Engineer (PE) licensed to practice in the State of
Virginia.” < No mention of DC here.
We have someone licensed in DC, but not (currently) Virginia, so this is an important detail for us to clarify. Can you please advise?
PWS Section 3.4 is hereby revised in Amendment 0001 to add reference to the District of
Columbia.
2.0 A. and
3.4
2 The Govt request for a cost breakdown
(pages 3-14) Sec B Supplies or Services and Prices.. is confusing. Can you clarify: Item 0001 (pg 3) Annual
Inspection, Maint., and Rep Plan.
Question.. Does the Govt want a cost for the Plan itself? is this a cost item?
A separate firm-fixed PRICE must be entered into the Offeror's price proposal for Contract Line Item
Numbers (CLINs) 0001, 1001, 2001, 3001 and 4001 to perform the services required under PWS
Section 2.0, Roman Number I, and
PWS Sections 3, 4 and 5 have costs that should be included as well.
3 Item 0002,0003, (pg 4) Question: The
Govt has filled in dollar amounts for these items. Is that meant to be a suggested price, a price limit, or ??
These are not-to-exceed (NTE) price limits. See the final paragraph for RFP Section M-3 (3).
4 Urgent Repairs. Item 0003 “Urgent
Repair”. Question: The Govt is suggesting that two urgent repair calls
MAY be exercised. However theses urgent repairs MAY NOT be exercised.
Are bidders suppose to assume that these urgent repairs will be requested by
Government and included in the bid price? Also.. the repairs when requested may not come up to the cost ceiling of
$35,000 each. Indeed NO “urgent repairs” may be requested by the Govt.
How are bidders to respond to this item?
Is every bidder to put in the same
$35,000 or? This will have a big effect on whether a bid is competitive or not.
The Govt should be clear here.
Yes, every Offeror shall insert the amounts listed in CLINs 0003, 1003, 2003, 3003 and 4003 . See the final paragraph for RFP Section
M-3 (3).
5 Annual Certifications: Item 0004 (pg 5)
Question: Item 0004 “Annual
Certifications” is this a separate cost item? Or is the certification to be considered part of the inspection described in Item 0003, 0004? Is the issuance of an annual Engineer’s certificate suppose to included in the annual inspection cost of $25,000?
Yes, the certification is part of firm-fixed price CLINs 0004, 1004, 2004, 3004 and 4004. The
Government did not insert a price in these CLINs, so Offeror's price proposal must capture all costs associated with Annual
Certifications.
6 Maintenance costs. Having reviewed the drawings it seems that the Government is asking that three (3) repair items be included in the first year’s maintenance. a. The repair of the misalignment in the trolley rails at two points on the roof ie (SP-A-12) ( SP-A-
04) Photo Sheet 7 of 18. b. The repair of the deformed bolt hole at one point (SP-
4-04) Photo Sheet 8 of 18 Question: Are these costs to be included in the first years cost breakdown for standard maintenance (0002) and kept within that year’s budget ?
It may be that the Government orders this maintenance or repairs on pre-priced CLIN 0002 or 0003 during the base period of the contract after award.
7 Painting costs: a. The drawings show as maintenance item “Defective Monorail
Paint (Peeling Off) Sheet 2 of 18.
Question: Is this entire monorail section to be painted? Are we to include this cost in the standard maintenance for the first year Item 0002?
Question: It states that some of these monorail parts have been powder coated.
Are we to repair the peeling sections with appropriate coating (not powder coated)
Question: On inspection it was noticed that other parts of the monorail coating are oxidized and peeling. Will this be handled as a separate cost item at a later date (other than year one?)
It may be that the Government orders these maintenance or repairs on pre-priced CLIN 0002 or 0003 during the base period of the contract after award.
8 Bonding? Question: Are bonds required for this contract?
Yes, performance and payment bonds are required 10 days after award.
