5.0 PERFORMANCE-BASED MATRIX

The Performance-based Matrix below summarizes the key performance requirements, standards of performance, and methods of Government Surveillance for this contract.

5.0 CPARS: The primary incentive mechanism for this contract, other than payment of contract price, will be the use of the Contractor Performance Assessment Reporting Systems (CPARS) at www.cpars.gov. CPARS is a web-enabled application that collects and manages the library of automated CPARS. A CPARS assesses a contractor’s performance annually (or interim reports, if necessary) and provides a record, both positive and negative, on a given contractor during a specific period of time. These reports remain available to all Government agencies for source selection purposes for a period of three years.

Each assessment is based on objective and subjective factors and supported by program and contract management data, such as cost performance reports, quality reviews, technical interchange meetings, financial solvency assessments, contractor operations reviews, equipment downtime and functional performance evaluations.
