4. CIRCUMSTANCES JUSTIFYING LIMITED SOURCES: per FAR 8.405-6(b) The rationale for the use of this authority is that the Physio-Control Lifepak CR Plus is a medical device that requires training on its use. Currently the 23 needing replacement are a small portion of the total number of the same model being used at the facility. To use anything other than the exact replacement will necessitate a facility wide retraining of all personnel and can create a situation where life saving measures will be delayed or wrongly performed due to differences in Automated External Defibrillators. The facility also maintains replacement parts for the units and any other models will cause an additional expense in creating an inventory of replacement parts for other units.

5. BEST VALUE DETERMINATION: The Contracting Officer hereby determines this action represents the best value to the Government in that the Contracting Officer will ensure that the final negotiated price under this task order is fair and reasonable in accordance with FAR 15.404-1 procedures in accordance with the DPAP Deviation 214- 00011 dated March 12, 2014.
