Background
The Department of Defense Military Aviation and Installation Assurance Siting Clearinghouse (hereinafter referred to as the “Siting Clearinghouse” or “Clearinghouse”) works with industry to overcome risks to national security posed by energy production facilities and transmission projects (such as wind turbines, solar power towers and panels, and electrical transmission towers). These projects may degrade military testing and training operations. The mission compatibility evaluation process used by the Clearinghouse provides a timely, transparent, and science-based analysis of potential impacts to military operations. Once impacts are identified, the DoD works to develop mitigation strategies to minimize impacts. The Clearinghouse acts as the single point of contract for
Federal agencies; state, Indian tribal, and local governments; developers; and landholders. The Clearinghouse was established under Section 358 of the Ike Skelton National Defense Authorization Act for FY2011. This legislation with subsequent amendments focused DoD’s engagement on the Federal Aviation Administration (FAA) Obstruction Evaluation/Airport Airspace Analysis (OE/AAA) process, along with interactions with industry, other federal, state and local entities. In addition to the duties shown above, the Clearinghouse also oversees and coordinates an interagency research and development program to characterize and mitigate wind turbine interference, as well as broader research efforts; and develops and coordinates legislative initiatives to protect DoD mission from energy project impacts.
