4 Resumes
The requirements of the solicitation call for offerors to provide a resume of the individual designated to serve as the DoD Leadership Research Assistant, as well as two Past Performance Questionnaires from customers. With only 14 days from the release of the solicitation to the deadline for submissions, small businesses are not being afforded adequate time to recruit a highly‐qualified individual into a specialty position with a tightly‐defined skill set. Will the government extend the deadline for submissions to 2‐weeks post release of the Questions and Answers?
The solicitation deadline has been extended per the revised FAR clause 52.212 Instructions to Offeror Addendum.
Please see revised FAR clause 52.212‐1 ADDENDUM and Combined Synopsis/Solicitation Amendment 002
Estimated Workload hours
The PWS states that "A work week will be no more than 40 hours. During the Base and Option Periods the contractor shall work 1,840 hours or the equivalent of 40 hours per week for 46 weeks." Our standard calculation of annual work hours for a Full‐Time Employee is 1,920 hours.
This is based upon 10 observed Federal Holidays and 80 hours of Paid Time Off. Will the government explain its calculation of 1,840 productive hours as the basis for calculating annual productive work hours?
The estimates were built on the assumption that contract employees will work in the office 1,840 hours per year.
The calculation of 1,840 hours is based on the expectation of 10 holidays and 160 hours leave (Vacation/Sick). PWS
Instructions/ Attachments
There is an NDA and a DD 254 form included with the documentation. Would either of those need to be filled out and sent in with the initial proposal? Or does the initial proposal simply require the four volumes (I‐Administrative, II‐Technical Approach & Capability, III‐Past Performance, and IV‐Price) as stated in the instructions to offerors? Any advice you could provide would be greatly appreciated.
Offeror does not need to complete the NDA and DD254 at proposal submission. 52.212‐1 ADDENDUM
