1.0 PROJECT OVERVIEW
1.1 Administration of Contract
This Contract will be administered by Washington Headquarters Services (WHS) Acquisition Directorate (AD) Contracting Officer (KO) and Contract Specialist (CS) with assistance from the WHS Facilities Services Directorate (FSD), Alterations Work Group (AWG) Contracting Officer Representative (COR), Engineering and Construction Management Division (ECM) COR, and Pentagon Building Management Office (PBMO) CORs. For this Statement of Work (SOW), the Government is referred to as KO, CS, AWG COR, ECM COR, and PBMO CORs.
1.2 Project Background and Objective
WHS maintains and operates facilities in the National Capital Region (NCR) for the Department of Defense (DoD). The Federal Facilities Division (FFD) has overall responsibility for maintenance and upkeep of the Pentagon and the surrounding Pentagon Reservation. WHS’s goal is to ensure that the associated facilities provide building tenants with accommodations that enable mission success, exceed regulatory compliance requirements, and provide a safe and healthy working environment for all DoD personnel, contractors, and visitors.
WHS intends on soliciting vendors for a Job Ordering Contract (JOC) by Washington Headquarters Services Acquisition Directorate Office. The ordering Contracting Officer shall ensure compliance with all rules and regulations. This JOC uses an Indefinite-Delivery / Indefinite-Quantity (IDIQ) type of contract to reduce total lead time for accomplishing sustainment, restoration, and modernization (SRM) projects at installation. The word Contract and JOC are used interchangeably and refer to this Job Ordering Contract. A primary objective of this JOC is to expedite the delivery of projects by a Contractor and shorten the acquisition cycle.
1.3 Project types
The type of projects to be included under this JOC, but not limited to, are tenant space renovations and build-outs to include architectural, electrical, general painting, mechanical, and plumbing systems; renovation of commercial and industrial buildings; sustainment, restoration and modernization of existing facilities and infrastructures; roofing systems installation and modernization; HAZMAT abatement support (e.g. mold, asbestos, soil remediation); Interior Utility line surveying and relocation; Exterior Work, to include minor site-work sewer/storm water piping, cleaning, and repair, asphalt paving, concrete and limestone installation or repair, excavation, trenching, backfill, conduits, conductor pulls, lighting expansion for poles/light arms/fixtures, site utility relocation, demolition, construction, industrial cleanup, and debris removal; field engineering investigations to include concrete cores and soil boring, Ground Penetrating Radar (GPR) surveying; and Emergency Response for Disaster Recovery to include mitigation, remediation, decontamination, and restoration. Click on “Save Account Preferences”, and
K. Under the “Configuration Notifications” check the box for “System notifications” in order to receive an alert when RSMeans releases updated cost data or new features.
1.5.3 Non-Prepriced Items: Any item not found in the UPB and identified by either the User, the KO/COR, or the Contractor will be defined as a Non-Prepriced Item (NPI). A list of NPIs will be included in the associated NPI Table and shall be added as an addendum to the Contract Documents, if necessary. Specialized work or equipment not identified by Contract award and not included in the UPB or NPI shall be negotiated separately based on documented direct and indirect costs and may be added to the NPI Table at the KO’s discretion after award. Any work not covered through the UPB or the NPI, after approval from the KO, will be priced separately by the Contractor providing a breakdown of pricing to include all labor, material, overhead, and profit. The percentage of NPIs used per Task Order (TO) should not exceed 10% of the total value of pre-priced items. The Contractor must include justification for any proposed NPI. The Contractor shall first attempt to price all unit prices using the computerized database provided by RSMeans. When NPIs are proposed, the Contractor shall submit three (3) competitive quotes for the same item(s). In the event where obtaining three (3) competitive quotes is not practicable, the Contractor shall submit, in writing (as part of the TO proposal), documenting relevant reasons (e.g. market availability, sole-source, etc.) why the submission of three competitive quotes was not performed.
1.5.4 Contractor Coefficient: The Contractor shall provide their coefficient; which shall cover coordination, permits, Contractor’s (and any Subcontractors’) mobilization expenses, all administrative and technical costs related to performing the work, all costs related to managing the work including quality assurance, overhead, profit, insurance, bonding, compliance with environmental and safety regulations, signage, coverings and protective equipment, incidental moving of Government property in order to complete the work, tools and equipment, equipment rentals, excess materials (from cutting for example), design, engineering services, and any other expenses not related to performing the work itself (e.g. daily and final clean-up). The Government anticipates that forty five percent (45%) of the work will be performed during Normal Hours and fifty five percent (55%) will be performed during Off Hours, hence the Contractor shall be required to provide their coefficients for Normal and Off Hours; refer to section 2.4.1 below for details on work hours. The coefficients will be applied to the total of all “Bare Material”, “Bare Labor”, and “Bare Equipment” costs as identified in R.S. Means or NPIs in order to estimate the Contractor’s total costs including profit. In the event the Government exercises its unilateral right under FAR clause 52.217-8 - Option to Extend Services, the coefficients for the performance of Task Orders during this period will be the latest coefficient(s) agreed upon in the contract or subsequent modifications.
1.5.5 Task Orders: All work under this JOC will be executed through Task Orders (TO) that will be discussed by the COR and the Contractor’s Program Manager by discussing the work, conducting site walks, taking measurements, performing take-offs, and investigating existing conditions amongst other methods. The COR and Contractor will agree to the quantities, methods, and all scope of work required to complete the work. The task quantities will be multiplied by the respective line item price in the UPB and the Contractor’s coefficient to establish a Firm-Fixed-Price TO. The Contractor’s price for every TO will be compared against an Independent Government Estimate (IGE) before it is negotiated and/or awarded. The Contractor shall not perform work associated with any TO until a signed TO and subsequent Notice-To-Proceed has been issued by the KO. Each individual TO becomes, in effect, a Firm-Fixed-Price TO, and is managed accordingly. The work must be performed in accordance with the method and quality of construction specified in the Contractor’s proposal.
